The analysis of the industrial infrastructure systems development
Complex monitoring of the oil production situation at the Yugra oil producing enterprises
Information gathering, database running and information and reference materials preparation
• on the annual volume of the oil and gas facilities construction and reconstruction at the oil fields in the Okrug (state of the oilfield facilities construction at the licensed subsoil plots from the year 2000 – the number of the objects finished by construction (well clusters; facilities for gathering, treatment and transportation of oil; pipelines of various purpose, oilfield roads, high-voltage lines, etc.) the dynamics of the objects construction and reconstruction by years);
• on the annual actual investments of oil producing companies to construction and reconstruction of oil producing facilities in the Okrug (development and maintaining of oil production throughout all the licensed subsoil plots starting form the year 2000 – volumes of capital investments for various construction and reconstruction works related to oil production);
• on the annual volumes and ways of the associated petroleum gas utilization and execution of the programs related to measures directed to the growth of gas utilization (analysis of the execution of the license agreements related tothe level of the associated petroleum gas utilization and fulfillment of the programs of the Yugra oil companies aimed at the increase of gas utilization level; the analytical materials reflecting the state of petroleum gas utilization in the entire Autonomous Okrug);
• on the pipelines inspection, diagnostics and reconstruction within the frames of the accidental oil spills elimination programs (analytical materials on the state of the pipelines operation and the execution of the programs concerning the oil spills elimination).
Gathering of information and running the database on the location of oil and gas fields facilities in the Okrug
There was created and is maintained in the up-to-date state the database of the industrial infrastructure facilities of Yugra which includes trunk oil and gas pipelines, interfield oil pipelines, gas pipelines for transporting petroleum gas, automobile roads including federal, okrug and interfield roads of various roadway covering, facilities for gathering, transportation and treatment of oil and petroleum gas, facilities for oil refining and gas processing, custody transfer points, well clusters.
Preparation and issuing of thematic maps of the Autonomous Okrug production infrastructure:
– а map of the current status of the production infrastructure for all oil companies of Yugra;
– а map of objects of the production infrastructure on gathering and preparation of associated petroleum gas for oil companies with arrangements for rational use;
– а map of an arrangement of torch systems and size of burning of associated gas, including in section of licensing plots;
– а map of development and reconstruction of objects for production infrastructure of Okrug.
– а map of services for maintenance of formation pressure (water pipelines of low and a high pressure, water supply points for the supporting system of formation pressure, group pumping stations, mini group pumping stations and others) and combination with information concerning emergency (incidents) connected with commercial water spills;
– а map of the state and development of pipeline grid for transportation of oil in Yugra with the information on the emergency connected with oil spills.
Working out of a feasibility study related to the investments in the development of the Okrug production infrastructure based on the mathematical methods of optimization and the territory digital models
A number of projects for the development of the industrial infrastructure systems were carried out which include:
• а project of the Yugan depression territory development;
• projects of oilfield facilities construction within the frames of the production sharing agreement for a group of oilfields of Krasnoleninsk arch, Vostochno-Palyanovskoye, Orekhovoye, Peschanoye and other oilfields;
• projects of substantiation of tinvestments in the development of the Obminskoye, Zapadno- Pylinskoye, Yuzhno-Ostrovnoye and other oilfields;
• substantiation of automobile roads network development in Khanty-Mansiysk – Nyagan, Khanty-Mansiysk – Gornopravdinsk areas.
Technical and economic assessment of the oil production development at the undeveloped territories of the Okrug
To evaluate the degree of profitability of the oil production development in such areas annual maps are prepared, which allow to assess the parameters required for commercially justified development of new oilfields and also the priority of their development.
Main activities of the production infrastructure department
• Monitoring the subsoil user's activity related to the construction of the production infrastructure facilities at the territory of the licensed subsoil plots.
• Monitoring the execution of the license agreements terms related to the utilization of the associated petroleum gas
• Examination of the design solutions on the construction of the oilfield facilities.
• Monitoring the inspection, diagnostics and pipelines reconstruction within the frames of fulfillment of plans related to the elimination of accidental oil spills.
• Working out recommendations on the improvement of the normative and legislative base in the sphere of facilities construction, oil and gas treatment and transportation, petroleum gas utilization.
• Working out the feasibility study for the development of the facilities of oil and gas production and transportation in Yugra
• Preparation of thematic maps of the production infrastructure facilities.
