The History of Centre establishment.
On September 28, 1993 in a period of acute crisis in the oil industry and geological prospecting, by the decision of Khanty-Mansiysk Autonomous Okrug Authorities, State Unitary Public Institution of Khanty-Mansiysk Autonomous Okrug – Yugra «Research and analytical Centre for the rational use of the subsoil» was established with dislocation of the main subdivisions in the cities of Khanty-Mansiysk and Tyumen.
The main purpose of The Centre establishment is research and analytical and information providing of Authorities activities in the subsoil using sphere, preparation of end-to-end solutions of subsoil licensing problems, reproduction of oil industry resource base, control of rational use of the resources of okrug subsoil, oriented to the achievement of a balance of interests among government, subsoil users and autonomous okrug population.
The first director was Vladimir Ilich Shpilman– great scientist, Doctor of Geological-Mineralogical Sciences, professor, academician of Russian Academy of Natural Sciences.
Work of the Centre was supervised by Supervisory board, leaded by Vladimir Ivanovich Karasev the deputy chairman of autonomous okrug Government on the issues of use of subsoil and fuel-energy complex.
At the heart of the Centre activity are broad using of computer technologies of information processing, forming local and integrated data base of reservoirs, fields, reserves, exploration seismology, exploratory wells, hydrocarbon resources, oil field development, oil production, utilization of natural gas, production infrastructure of oil industry, specially protected natural lands, economy of exploration works and oil industry. The Centre is equipped by constantly upgraded bank of computer engineering and office equipment, including double servers, hundreds of personal computers and work stations, peripheral technical equipment and copy printers. Licensing software include DBMS ORACLE, full bars of processing means and interpretation of seismic information as Landmark and CGG, software of the bank of geological-geophysical source information Petro Vision, three-dimensional modeling tools Roxar, software of hydrodynamic modeling engineering process VIP, Tekhskhema, economic pack EMPSA, geographic information systems Arc View, MapInfo, TNT, software of material processing remote sensing ErMapper. For solutions of Centre propositions are using new self-invented software as Sigma, GST, Plotlog, most cases excels foreign analogs in some functional capabilities.
At the moment there are 15 subdivisions in the Centre structure, total employment is more then 200 people, including 15 candidates of geological-mineralogical science.
Khanty-Mansiysk department of State Committee on Reserves (TKZ before) and Tyumen department of the Central Committee on development MNR RF (Ministry of Natural Reserves of Russian Federation) are working on the base of the Centre.
Specialists of the Centre are included in the licensing committee composition and in the committee of the exploration works; also they prepare materials and participate in complex inspections of implementation of licensing agreement by subsoil users.
As a result of the works, the next issues have been created:
- Conception of the works on organization of subsoil exploration and consideration of resource base of the hydrocarbon in Khanty-Mansiysk Autonomous Okrug
- Conception and work program for licensing of prospecting fields on undistributed fund of KHMAO subsoil
- Program of subsoil licensing for medium-term period; lists, terms and information packs for 120 lots and 10 rounds in total
- Programs of Geological prospecting works on the territory of undistributed subsoil fund,
Projects of prospecting works on 86 subsoil fields of undistributed fund of subsoil
- Great number of data bases, including the information about all the important lines of activity of the control resources system of KHMAO
- Monitoring system of production, including monitoring of field certificates
- Classification system of development of objects in time, permitting carry out a proximate analysis of the production state
- Circuitry of gathering, preparing and hauling of oil and casing-head gas
- Methodology of economic indicator calculation of subsoil field development
- Technical and economic proposal for Yuganskaya depression development
- Prospective projects of road constructions as Khanty-Mansiysk-Nyagan, Tyumen- Khanty-Mansiysk, and oil pipeline construction West Syberia - Murmansk
The Centre produces diverse detailed maps for Okrug Government, for oil and service companies are working there.

- Land tenure, ancestral lands, wildlife preserve
- Region subsoil structure
- Nature management and production infrastructure
- Licensing of KMAO subsoil
Published: Atlas «Geology and oil-and-gas content of Khanty-Mansiysk Autonomous Okrug », Atlas «Specially protected natural lands and forests of Khanty-Mansiysk Autonomous Okrug», monograph «Field development of Khanty-Mansiysk Autonomous Okrug», atlas« Subsurface geology and oil-and-gas content of Neocomian complex of of Khanty-Mansiysk Autonomous Okrug».
Annually The Centre publishes consolidated report «Subsoil using in Khanty-Mansiysk Autonomous Okrug» and magazine «Herald of subsoil user of KHMAO».
The Centre annually arranges a holding of theoretical and practical conference «Ways of oil and gas potential realization» in the city of Khanty-Mansiysk, publishes a collections of conference`s reports.
In 2001 The Center was given the name of the first director –Vladimir Ilich Shpilman.
In 2003 A First-class core storage, provided by a newest equipment, had been set in operation in the city of Khanty-Mansiysk. Collecting, keeping and core researching became possible with the appearance of the core storage.
From the 2006 the director of the Centre is Shpilman Alexander Vladimirovich.
