December, 16, 2017. A public lecture “Bazhen formation. Special characteristics of geological structure and oil and gas content” was presented by A.V. Shpilman, Director of Autonomous Institution of Khanty-Mansiysk Autonomous Okrug-Yugra "V.I. Shpilman Research and Analytical Centre for the Rational Use of Subsoil", and held at Saint-Petersburg State University. The lecture was heard by about 70 participants – students, post-graduate students and experts.
December, 2017. A wide-scale and environmentally significant ground observation of 31 suspended wells of the Khanty-Mansiysk Autonomous Okrug-Yugra's unallocated subsoil fund was concluded successfully by Autonomous Institution of Khanty-Mansiysk Autonomous Okrug-Yugra "V.I. Shpilman Research and Analytical Centre for the Rational Use of Subsoil".
The wells were once drilled on the basis of Program for prospecting at the expense of the Khanty-Mansiysk Autonomous Okrug-Yugra's fund.

The state of suspended wellheads is important to know by Government of Khanty-Mansiysk Autonomous Okrug – Yugra to prevent environmental damage.
A location of every suspended well was determined by space images, routes to the locations were thought over initially and accurately.
The field group's way was by helicopter in June and August and by snowmobile and ski for hunting in December.
Experts on environment and industrial infrastructure of oil industry located percolation of oil on 5 suspended wells at Khanty-Mansiyskiy, Surgutskiy and Oktyabrskiy administrative regions.
Suitable recommendations for failures recovering were prepared for Government of Khanty-Mansiysk Autonomous Okrug – Yugra to bring benefits to environment safety.
From December 5 till December 6, 2017. Director A.V. Shpilman, Deputy Director on Science V.A. Volkov and The First Deputy Director P.A. Stulov were on delegation of the Autonomous Institution of Khanty-Mansiysk Autonomous Okrug-Yugra «V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil» visited to production association “Belarusneft”, Gomel city, by the invitation of the Belarus side.
Within the contract obligations signed on Oktober, 2, 2017 between Autonomous Institution of Khanty-Mansiysk Autonomous Okrug-Yugra «V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil» and production association “Belarusneft” the responsible executive V.A. Volkov presented a report on the status of the work for Rechitskoe oil field’s integrated core examination. The performed work of the first phase was accepted by the customer. The contracting parties made corrections for the further plans and discussed the implementation details.
Stulov P.A. presented work of Khanty- Mansiysk city core library, Shpilman A.V. presented new methodological guideline on the Bazhen formation oil reserves estimate at the meeting held in BelNIPIneft.

November, 24, 2017. Scientific and Technological Council of the Federal Agency for Subsoil Use was held under the chairmanship of the Head of the Federal Agency for Subsoil Use Evgeniy Arkadyevich Kiselev.
During the Council 2017 results were reviewed and 2018 plans were discussed for solid minerals as well as for oil and gas. Department heads of the Federal Agency for Subsoil Use and heads of the Rosnedra subordinate institutions presented reports.

According to the Order of Khanty-Mansiysk Autonomous Okrug – Yugra’s Deputy Governor dated 19.04.2017 № 242-r, conference’s organizers were Government of Khanty-Mansiysk Autonomous Okrug – Yugra, Subsurface Resources Management and Natural Resources Department of Khanty-Mansiysk Autonomous Okrug-Yugra, Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil”.
The plenary session was started from the solemn award ceremony. Deputy Governer awarded the Autonomous Institution’s representatives as well. Petr Alexandrovich Stulov, First Deputy Director and Vladimir Andreevich Volkov, Director on Science were awarded by the Deputy Governor’s Gratitude Letters for longstanding, dedicated work, high professionalism and personal contribution to the Khanty-Mansiysk Autonomous Okrug – Yugra’s mineral – raw-mineral base development.
Wide variety of geological, economic, legal, environmental, informational and organizational issues of the Okrug’s subsoil using and oil industry was covered by participants of the conference. Representatives from Ministries and Agencies of Russian Federation, Executive Authorities of the Autonomous Okrug, oil companies, geological-exploration and service companies, scientific-research institutes, leading researchers and specialists participated in the conference.
Total attendance of the conference: 202 researchers and specialists from 38 organizations, 12 cities including representatives from production association “Belarusneft”.
Deputy Governor of Khanty-Mansiysk Autonomous Okrug – Yugra Aleksey Zabozlaev presented a plenary report on present situation of subsoil use in Khanty-Mansiysk Autonomous Okrug – Yugra. The representative of the Ministry of Natural Resources and Environment of the Russian Federation Maksim Gennadyevich Kirzhimanov presented a report on the subject of “State policy in the field of subsoil use: current changes and recent trends”. Reports of LLC “Gazpromneft-Angara” on technological center of hydrocarbon process engineering from the Bazhen formation and reports of State Reserves Committee of the Russian Federation and the Russian Federation and the West Siberia leading institutes on directions and results of regional exploration works, the new hydrocarbons reserves classification, temporary methodological guideline on hydrocarbon reserves and resources estimate in the Bazhen formation were heard.
Considerable attention was paid to geological structure and oil-and-gas content of prospective complexes (pre-Jurassic, low Jurassic, middle Jurassic, Bazhen and Achimov formations) as well as core material analysis. Issues of engineering and oil and gas fields’ development under condition of hard-to-recover oil reserves, informational and economic issues of subsoil use were covered by participants of the conference.
Four conference sections and a poster session were held:
Section 1. Geological structure, oil-and-gas content, prospects for development of resource potential.
Section 2. Core and fluid analyses and petrophysics.
Section 3. Issues of oil fields development and exploitation.
Section 4. Economic, legal issues and subsoil licensing.
92 reports were heard, which included 11 plenary papers.
Director of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” Alexander Shpilman presented a plenary report on the subject of «Temporary methodological guideline on oil reserves estimate in fracture and fracture – pore reservoirs of the Western Siberian oil-and-gas province’s Bazhen formation».
Depute Director on Science of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” Vladimir Andreevich Volkov presented a plenary report on the subject of “Issues of the Bazhen formation’s hydrocarbon reserves and resource evaluation by using pyrolysis data”.
The presented reports together typify the main trends of investigations in research and production enterprises of the industry sector.
An excursion to the core library was organized for participants who the first time at the conference.

The participants emphasized a high level of the event and good scientific and technological research level conducted in the industry sector by institutes and scientific and analytical centers. The Organizing Committee is going to publish a book of reports.

Experts from Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” will analyze core material of the Pripyat Trough for nine months.
The meeting between researchers from production association “Belarusneft” and Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” took place 2 years ago, at Belarusian city Gomel, on offside session of State Reserves Committee. Belarusian experts told about prospects of Pripyat Trough’s oil content, specifically I-III shale sequence of Rechitskoe oil field.
We should say that examination of the Pripyat Trough’s shale formation has long history, starting at the time of the West Siberia first oil flowing. Presently supplementary commercial oil inflow is very necessary for recovery of the Republic Belarus’ oil resource potential.
Comparing the Pripyat Trough’s formation to the Bazhen formation, researchers concluded that they were very similar in structure. In time, the researchers had idea to connect colleague’s experiences together. A year later experts from production association “Belarusneft” took part in the XX Conference "Ways of Khanty-Mansiysk Autonomous Okrug – Yugra’s oil and gas potential realization" holding in Khanty-Mansiysk city. Evaluated feasibility of shale formation examination, fundamental qualification of researchers from Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” and visiting to the regional core library led the Belarusian colleagues to a solution for signing a contract for Rechitskoe oil field’s integrated core examination. The contract was signed on Oktober, 2, 2017 in Gomel city.
The first core material arrived at Khanty-Mansiysk Autonomous Okrug’s core library. The experts are carrying out description, taking samples for examination. Large work lies ahead due to extensively fractured and rich in salt in oil source rock.
According to A.V. Shpilman ‘this project is interested not only from a scientific point of view but it allows development of oil workers cooperation from the Republic Belarus and Yugra in many areas. People who will work on the project had taken the Higher Education at the same Institution and had once worked together. It might be interesting to see what kind of experience they have taken during the life, what the differences in scientific looks among graduates from the same geological school’.

September, 28, 2017. Auction for the right of subsoil use of Zapadno-Livadiyskiy subsoil plot was held in Khanty-Mansiysk city.

July, 17, 2017. Committee for Energy of the Russian State Duma (Moscow), led by Chairman of Pavel Nikolaevich Zavalny, held a round table “Impact on fuel and energy complex development, risks and opportunities due to entry into force of changes in Federal Law on environmental protection and detached legislative acts”.
Representative’s reports of the oil and gas production companies, energy enterprises and experts clarified the issues and were retained in the participant’s memory.
Can obligatory implementation of automatic equipment for continuous monitoring of polluting emissions improve environment quality or will it really influence pipeline and electric rates? Do the legislative recommended best available technologies always include leading engineering achievements or outdated, environment unfriendly technologies? Whether the balance between normative challenges and economic incentives of business operations is possible? Is it possible to use import substitution in the absence of domestic technologies?
Autonomous Institution of Khanty-Mansiysk Autonomous Okrug – Ugra “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” presented its opinion by Darya Selivanova, Candidate of Geographical Sciences, Senior Research Associate of Industrial Infrastructure and Environment Department.
Centre’s proposal to the Committee for Energy of the Russian State Duma for government support of ensuring safety and reliability of pipeline transportation systems was considered as significant.
A key idea is implementation of the five-year program for accident in-field pipeline systems reconstruction during which oil and gas production companies at the expense of the subsoil user’s funds reconstruct 50 percent of recommended reconstruction volume, the second half of it companies reconstruct by recompensed financial resources from severance tax (tax on financial result).
The Government of Russian Federation was recommended than the Federal Law and relevant regulatory legal acts be amended.
July, 12, 2017. An auction for the right of subsoil use Erginskiy subsoil plot of federal significance including part of Priobskoe oil field was held in Moscow.
May, 23-26, 2017. XVII Conference of Young Professionals Working in Organizations Carrying out Activities Related to the Use of the Subsoil Plots on the Territory of Khanty-Mansiysk Autonomous Okrug-Yugra took place.
Young Professionals, representatives of oil companies met in Khanty-Mansiysk city to present participation’s projects to judgment of qualified jury.
Approximately 310 participants including 45 members of the jury took part in the conference. 235 reports contributed to the conference, 223 reports from 36 organizations were heard at the 15 sections. 9 plenary reports were heard.
6 reports were presented by representatives of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” at different sections.
Zharova Mariya Nikolaenva took 1 place at the section «Economics, finance, management and production engineering»! The report was on the subject of «Improving approach to oil industry taxation to encourage the use of innovative technologies: the case of ASP» (co-authored with T.N. Pecherin).

The auction for the right of subsoil use within Erginskiy subsoil plot of federal significance including part of Priobskoe oil field for prospecting, exploration and production of hydrocarbons was CANCELLED by the Order dated April 05, 2017 due to further specification of auction conditions is necessary in connection with technical error.
According to media sources Minister of Natural Resources and Environment of the Russian Federation Sergey Donskoy told that auction for the right of subsoil use within Erginskiy subsoil plot of Khanty-Mansiysk Autonomous Okrug-Yugra may be held on July or August, 2017. Head of Federal Agency for Subsoil Use (Rosnedra) Evgeniy Kiselev told journalists that condition of auction holding was sent to the Government for the second agreement.

Shpilman Research and Analytical Centre for the Rational Use of the Subsoil”.
Wide variety of geological, economic, legal, environmental, informational and organizational issues of the Okrug’s subsoil using and oil industry was covered by participants of the conference. A report of Alexander Shpilman, Director of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil”, dealt with harmonization of Russian reserves and resources classification with the United Nation one.
A representative of Federal State Unitary Enterprise “All-Russian Research Geological Oil Institute” (FGUP “VNIGNI”) Pavel Melnikov focused on issues of geological prospecting works development in Russia.
General Director of Federal State Budgetary Institution “Western Siberian Scientific-Research Institute of Geology and Geophysics” (FGBU “ZapSibNIIGG”) Vasiliy Morozov presented a report on prospects of oil-and-gas content for pre-Jurassic (Paleozoic) deposits of the Western Siberian oil-and-gas province.
Deputy Director on Science of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” Vladimir Volkov focused on structure, generative potential and hydrocarbon resources of the Bazhen formation on the territory of the Khanty-Mansiysk Autonomous Okrug – Yugra.
Nikolay Nikolaevich Smirnov (Federal Research Center “Scientific Research Institute for System Analysis of the Russian Academy of Sciences”) gave a report on the subject of “Predictive modeling of process for cracks creation in connection with hydraulic and gas fracturing and follow-up putting the target into operation”.
The majority of the reports were characterized by high scientific and practical level. The presentations were of advanced level in design. The reporters demonstrated their oratorical skills. As a whole, the presented reports typify the main trends of investigations in research and production enterprises of the industry sector.
The Organizing Committee is going to publish a book of reports.
An organization level was met with participant’s approval.
November, 24, 2016. Auctions for the right of subsoil use of Berezovskiy 11, Vonterskiy, Vostochno-Tyumenskiy, Severo-Tukanskiy and Shchuchiy subsoil plots were held in Khanty-Mansiysk city.
At an earlier time Ay-Kurusskiy, Mytayakhinskiy, Yuzhno-Sanlorskiy, Yuzhno-Khangokurtskiy were removed from the auction due to the only one application for participation in the auction.

It is planned to continue the collaboration with United Nations Committee on Sustainable Energy of UNECE in harmonization of Russian Federation reserves and resources classification for solid minerals, consideration the United Nations Framework Classification for Fossil Energy and Mineral Reserves and Resources 2009 (UNFC - 2009) application for actual examples, as well as development rules in competence of experts in evaluation and classification for different types of underground resources’ reserves and resources.

June, 17, 2016. An auction for the right of subsoil use for prospecting, exploration and production of hydrocarbons within Binshtokovskiy subsoil plot of Khanty-Mansiysk Autonomous Okrug-Yugra was held in Tyumen city.
Applications were submitted by LLC «CanBaikal», LLC “RN-Uvatneftegaz”, LLC «Gazpromneft-Khantos», LLC «Yuganskiy 3» and they were accepted for participating in the auction for the right to use Binshtokovskiy subsoil plot.
The right to use the subsoil plot was sold at the 13 price increment of the auction.
LLC «Yuganskiy 3» paid 778,550,000 rubles and was recognized as the winner of the auction for the Binshtokovskiy subsoil plot’s right for prospecting, exploration and production of hydrocarbons (the final price was 2.3 times more than the initial price).
June, 15, 2016. Auctions for the right of subsoil use for prospecting, exploration and production of hydrocarbons within Vostochno-Chupalskiy, Zapadno-Multanovskiy, Yuganskiy 3, 13, 16, 18, 19, 20, 21, Yuzhno-Kholmogorskiy subsoil plots of Khanty-Mansiysk Autonomous Okrug-Yugra were held in Khanty-Mansiysk city.
At an earlier time Severo-Aykurusskiy subsoil plot was removed from the auction due to one of two applicants was not accepted for participating.
Applications were submitted by LLC «Vostochno-Chupalskiy», LLC «La-Manch», OJSC «Surgutneftegaz» and they were accepted for participating in the auction for the right to use Vostochno-Chupalskiy subsoil plot.
Principal competitors for the right to use the subsoil plot were LLC «Vostochno-Chupalskiy» and OJSC “Surgutneftegaz”.
The right to use the subsoil plot was sold at the 157 price increment of the auction.
OJSC «Surgutneftegaz» paid 117,625,200 rubles and was recognized as the winner of the auction for the Vostochno-Chupalskiy subsoil plot’s right for prospecting, exploration and production of hydrocarbons (the final price was 74 times more than the initial price).
Applications were submitted by LLC «La-Manch» and OJSC «Surgutneftegaz» and they were accepted for participating in the auction for the right to use Yuganskiy 3 subsoil plot. The right to use the subsoil plot was sold at the first price increment of the auction.
OJSC «Surgutneftegaz» paid 1,875,500 rubles and was recognized as the winner of the auction for the Yuganskiy 3 subsoil plot’s right for prospecting, exploration and production of hydrocarbons (the final price was 1.1 times more than the initial price).
Applications were submitted by LLC «La-Manch», OJSC «Surgutneftegaz», OJSC «Rosneft», LLC «Zapadno-Multanovskiy» and they were accepted for participating in the auction for the right to use Zapadno-Multanovskiy subsoil plot. The right to use the subsoil plot was sold at the 121 price increment of the auction.
LLC «Zapadno-Multanovskiy» paid 263,286,100 rubles and was recognized as the winner of the auction for the Zapadno-Multanovskiy subsoil plot’s right for prospecting, exploration and production of hydrocarbons (the final price was 34 times more than the initial price).
Applications were submitted by LLC «RN-Uvatneftegaz», LLC «La-Manch», OJSC «Surgutneftegaz» and they were accepted for participating in the auction for the right to use Yuganskiy 13 subsoil plot. The right to use the subsoil plot was sold at the 186 price increment of the auction.
LLC «RN-Uvatneftegaz» paid 355,766,400 rubles and was recognized as the winner of the auction for the Yuganskiy 13 subsoil plot’s right for prospecting, exploration and production of hydrocarbons (the final price was 106 times more than the initial price).
Applications were submitted by LLC « Yuganskiy 16», LLC «RN-Uvatneftegaz», LLC «La-Manch» and OJSC «Surgutneftegaz» and they were accepted for participating in the auction for the right to use Yuganskiy 16 subsoil plot. The right to use the subsoil plot was sold at the 148 price increment of the auction.
LLC «Yuganskiy 16» paid 155,927,200 rubles and was recognized as the winner of the auction for the Yuganskiy 16 subsoil plot’s right for prospecting, exploration and production of hydrocarbons (the final price was 64 times more than the initial price).

LLC «Yuganskiy 19» paid 202,109,600 rubles and was recognized as the winner of the auction for the Yuganskiy 19 subsoil plot’s right for prospecting, exploration and production of hydrocarbons (the final price was 75 times more than the initial price).
Applications were submitted by LLC «Yuganskiy 20», LLC «RN-Uvatneftegaz», LLC «La-Manch» and OJSC «Surgutneftegaz» and they were accepted for participating in the auction for the right to use Yuganskiy 20 subsoil plot. The right to use the subsoil plot was sold at the 172 price increment of the auction.
LLC «RN-Uvatneftegaz» paid 295,224,600 rubles and was recognized as the winner of the auction for the Yuganskiy 20 subsoil plot’s right for prospecting, exploration and production of hydrocarbons (the final price was 90 times more than the initial price).
Applications were submitted by LLC «Yuganskiy 21», LLC «RN-Uvatneftegaz», LLC «La-Manch» and OJSC «Surgutneftegaz» and they were accepted for participating in the auction for the right to use Yuganskiy 21 subsoil plot. The right to use the subsoil plot was sold at the 146 price increment of the auction.
LLC «Yuganskiy 21» paid 233,340,800 rubles and was recognized as the winner of the auction for the Yuganskiy 21 subsoil plot’s right for prospecting, exploration and production of hydrocarbons (the final price was 62 times more than the initial price).
Applications were submitted by LLC «Argos», LLC «LUKOIL-West Siberia» and they were accepted for participating in the auction for the right to use Yuzhno-Kholmogorskiy subsoil plot. The right to use the subsoil plot was sold at the first price increment of the auction.

January, 25, 2016, Khanty-Mansiysk city. According to the Centre data, oil with gas condensate production figures of the Khanty-Mansiysk Autonomous Okrug-Yugra for 2015 have indicated 243.1 million tons.
January, 14, 2016. Auctions for the right of subsoil use of Vostochno-Tukanskiy, Vostochno-Yuk'yaunskiy, Vostochno-Tugrovskiy, Zapadno-Uzunskiy, Pikovy, Yuganskiy 44 subsoil plots were held in Khanty-Mansiysk city.
From November 16 till November 20, 2015 XIX Scientific and Practical Conference "Ways of Khanty-Mansiysk Autonomous Okrug – Ugra’s oil and gas potential realization" was held in Khanty-Mansiysk city.
According to the Order of Khanty-Mansiysk Autonomous Okrug – Yugra’s Deputy Governor dated 16.07.2015 № 151-r, conference’s organizers were Government of Khanty-Mansiysk Autonomous Okrug – Yugra, Subsurface resources management department of Khanty-Mansiysk Autonomous Okrug-Yugra, Natural resources and non-oil and gas economic sector department of Khanty-Mansiysk Autonomous Okrug-Yugra, Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil”.
Wide variety of geological, economic, legal, environmental, informational and organizational issues of the Okrug’s subsoil using and oil industry was covered by participants of the conference. Representatives from Ministries and Agencies of Russian Federation, Executive Authorities of the Autonomous Okrug, oil companies, geological-exploration and service companies, scientific-research institutes, leading researchers and specialists participated in the conference.
Total attendance of the conference: 245 researchers and specialists from 33 organizations, 7 cities including Moscow, Saint-Petersburg, Ekaterinburg, Novosibirsk, Tyumen and cities of Khanty-Mansiysk Autonomous Okrug.
Three conference sections and a poster session were held:
Section 1. Geological structure, oil-and-gas content, prospects for development of resource potential.
Section 2. Issues of oil fields development and exploitation.
Section 3. Economic, legal and organizational (licensing) issues of subsoil use.
105 reports were heard, which included 4 plenary papers. 36 poster papers were presented.
Deputy Governor Aleksey Zabozlaev presented a plenary report on the state and prospects for development of Yugra’s oil and gas production industry. Director of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” Alexander Shpilman highlighted subsoil using issues. A representative of Federal State Unitary Enterprise “All-Russian Research Geological Oil Institute” (FGUP “VNIGNI”) Pavel Melnikov focused on issues of geological prospecting works in Russia. General Director of FGUP “VNIGNI” Vasiliy Morozov presented a plenary report on implementation of new reserves classification into practice.
The majority of the reports were characterized by high scientific and practical level. The presentations were of advanced level in design. The reporters demonstrated their oratorical skills. As a whole, the presented reports typify the main trends of investigations in research and production enterprises of the industry sector.
The Organizing Committee is going to publish a book of reports.
An organization level was met with participant’s approval.

From September 16 till September 17, 2015 VI International Innovative Forum “NeftGazTEK” took place in Tyumen city.
А scientific and technological conference “Issues of oil and gas production stimulation under the conditions of complex structure subsoil plots and hard-to-recover reserves” was held within the framework of the Forum schedule, in which a report under the subject of “Prospects of hard-to-recover reserves development in the Yugra” made by A.V. Shpilman, K.V. Korovin, M.P. Savranskaya was presented (speaker: K.V. Korovin).

September, 14, 2015. The inauguration ceremony of Natalya Vladimirovna Komarova as Governor of Khanty-Mansiysk Autonomous Okrug-Yugra took place in Khanty-Mansiysk city. Director of the Autonomous Institution of Khanty-Mansiysk Autonomous Okrug-Yugra «V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil» Alexander Vladimirovich Shpilman congratulated Natalya Vladimirovna on her inauguration.
August, 2015. The 27th edition of “Subsoil User Herald” has been published.
July, 01, 2015. An auction for the right of subsoil use of Yuil’skiy 3 subsoil plot was held in Khanty-Mansiysk city.
At an earlier time Severo-Vayskiy subsoil plot was removed from the auction due to the absence of applications; Lyaminskiy 6, 15, 16, 18, 19, Pomutskiy 9, 10, 11, Severo-It’yakhskiy 1, Yuzhno-It’yakhskiy, Yuil’skiy 2, 6, 7, 8, 13, 14 subsoil plots were removed from the auction due to the only one application for participation in the auction.
Applications were submitted by OJSC “RITEK” and LLC “Gazpromneft-Angara” and they were accepted for participating in the auction for the right to use Yuil’skiy 3 subsoil plot.
The right to use the subsoil plot was sold at the 2 price increment of the auction. The successful bidder was LLC “Gazpromneft-Angara”. LLC “Gazpromneft-Angara” paid 18,704,400 rubles and was recognized as the winner of the auction for Yuil’skiy 3 subsoil plot’s right for prospecting, exploration and production of hydrocarbons (the final price was 1.2 times more than the initial price).
June, 13, 2015. The results of the tender for the right of subsoil use of Khanty-Mansiysk Autonomous Okrug-Yugra’s Gavrikovskiy subsoil plot for prospecting, exploration and production of hydrocarbons were announced.
A notification of the tender holding was published on January, 14, 2015.
On 24.02.2015 Moscow Arbitration Court rendered a decision followed by the claim of LLC “RN-Uvatneftegaz” and suspended the open tender holding for the right of Gavrikovskiy subsoil plot’s subsoil use.
LLC “RN-Uvatneftegaz” referred to the Court of Moscow city about unlawful acts of Federal Agency for Subsoil Use consisting in including a condition of feed processing in processing companies located in the Rostov region in the open tender’s conditions of recognizing the winner for the right of subsoil use of Gavrikovskiy subsoil plot for prospecting, exploration and production of hydrocarbons, including Gavrikovskoe oil field (notification dated 14.01.2015 № 130115/0961508/01). The company claimed to delete the condition of feed processing in processing companies located in the Rostov region from “Terms and conditions of tender holding for the right of subsoil use of Gavrikovskiy subsoil plot” approved by the order № 05 dated 13.01.2015 of Rosnedra (Federal Agency for Subsoil Use) “Regarding tender holding for the right of subsoil use of Gavrikovskoye field”.
The Moscow Arbitration Court found the case invalid, denied to satisfy the claim and delayed tender holding on June, 03, 2015.
LLC “NZNP Trade” and LLC “Gazpromneft-Khantos” were accepted for participating in the tender. LLC “NZNP Trade” recognized as a winner of right for subsoil plot using by the order of Federal Agency for Subsoil Use № 392 dated 09.06.2015 “Regarding approval of results of the tender for the right of subsoil use of Khanty-Mansiysk Autonomous Okrug-Yugra’s Gavrikovskiy subsoil plot for prospecting, exploration and production of hydrocarbons”.
May, 30, 2015. А victory ceremony of winners and prize takers of labor collectives spartakiad were held. It was devoted to the 40th anniversary of Federal State Unitary Enterprise “ZapSibNIIGG” foundation.
Competitors represented their sports teams: Federal State Unitary Enterprise “ZapSibNIIGG” - Development, Federal State Unitary Enterprise “ZapSibNIIGG” - Exploration, LLC “SibGeoProject”, OJSC “TANDEM”, the Western Siberian subdivision of Federal State Unitary Enterprise “All-Russian Research Geological Oil Institute” and Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil”.
Competitive sports of the teams were volleyball, minifootball, table tennis.
A final volleyball match was between Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” and Federal State Unitary Enterprise “ZapSibNIIGG” – Development. The competitor was familiar. The sports team of Federal State Unitary Enterprise “ZapSibNIIGG” – Development lost 2-0 to Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” in the elimination round. Volleyball players of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” played masterfully from force of habit for first two sets of the final match, never losing at the tournament. But the sports team of Federal State Unitary Enterprise “ZapSibNIIGG” – Development managed to reverse momentum in the third set, defeating by a narrow margin. An initiative was given up to the team of Federal State Unitary Enterprise “ZapSibNIIGG” – Development in the fourth set and the sports team of the hero of an anniversary leveled the match.
During the final set the volleyball players of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” challenged for every point, but the sports team of Federal State Unitary Enterprise “ZapSibNIIGG” – Development took a chance and won. The aggregate score: Federal State Unitary Enterprise “ZapSibNIIGG” – Development beat Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” 3-2 in the match.
Our table tennis players made a good showing. During a tough struggle for victory two sports players got the 5th place. It is worth noting that table tennis is very popular among organizations and its professional level is high. Advanced sports players and masters of sport were among competitors.
Votaries of minifootball played with vengeance, but sports teams of competitors happened to be stronger and more trained. We appreciate guys for courage. Our Centre was in this event too.

May, 27, 2015. Darya Aleksandrovna Selivanova, a senior research associate of nature management department of Аutonomous Institution «V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil» defended a thesis successfully in National Research Tomsk State university on the subject of “Landscape geochemistry of Subpolar and Northern Urals’ western slope” for taking a degree in geographical sciences with a specialization in physical geography and phytogeography, soil geography and landscape geochemistry (25.00.23).

May, 26, 2015. The results of the tender for the right of subsoil use of Khanty-Mansiysk Autonomous Okrug-Yugra’s Nizhniy Roslavl’skiy subsoil plot for prospecting, exploration and production of hydrocarbons were announced.
Nizhniy Roslavl’skiy subsoil plot’s feasibility studies were presented by OJSC “Multi-utility company Aganneftegazgeologia” as a single tenderer. The tender did not take place due to a single tenderer and a tendering committee gave a right of subsoil use to the single tenderer (OJSC “Multi-utility company Aganneftegazgeologia”).
From May 19 to May 22, 2015 the jubilee XV Conference of Young Professionals Working in Organizations Carrying out Activities Related to the Use of the Subsoil Plots on the Territory of Khanty-Mansiysk Autonomous Okrug-Yugra took place in Khanty-Mansiysk.
It was organized by the Government of the Khanty-Mansiysk Autonomous Okrug – Yugra, Subsurface resources management department of Khanty-Mansiysk Autonomous Okrug-Yugra, Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil”, Yugra State University, Yugra Scientific-Research Institute of Information Technology and et al.
The first deputy director of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” P.A. Stulov presented a plenary report on the subject of ‘”Bazhenov research practice ground is a way to development of shale oil resources in Khanty-Mansiysk Autonomous Okrug-Yugra”.
Besides, other 15 reports were presented by representatives of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” at different sessions.
Wide variety of issues of the Okrug’s subsoil using and oil and ore mining industries including geological, economic, legal, labor, environmental, informational, innovational and organizational was covered by participants of the conference. Representatives of the Khanty-Mansiysk Autonomous Okrug – Yugra’s authorities, oil companies, ore mining companies, exploration and service companies, scientific-research institutes, as well as leading young researchers and specialists took part in the work of the conference. Total attendance of the conference: 270 young researchers and specialists from 46 organizations, 17 cities including Moscow, Tyumen, Ufa and cities of Khanty-Mansiysk Autonomous Okrug and Yamalo-Nenets Autonomous Okrug.

April, 29, 2015. Alexander Baryshnikov, an engineer of the oilfield development monitoring department of Аutonomous Institution «V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil» defended a thesis successfully on the subject of “Research and development of enhanced oil recovery technology by electromagnetic field” for taking a degree in engineering sciences with a specialization in oil and gas field development and operation (25.00.17).

From April 16 till April 17, 2015. An annual “Yugra Industrial Forum-2015” took place in Congress-Exhibition Centre “Yugra-Expo”, in Khanty-Mansiysk city. Yugra Industrial Forum is one of the largest region's events in the field of industry, science and business development.
Over 50 participants contributed to the Forum. Autonomous Institution “V.I.Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” took part in the event on behalf of Subsurface Resources Management Department of Khanty-Mansiysk Autonomous Okrug-Yugra.
Deputy Director S.N. Alenichev, O.V. Latypova, A.V. Mikheev, L.V. Semechkova, L. Yu. Atyutskaya were representatives from the Centre.
The forum and the integrated exposition of the exhibition were organized for the fourth time and acted as a professional platform for interchanging of experience, looking for business contacts and demonstrating of new technologies and developments with the purpose of further implementations in region's industrial production.
The staff of the Centre took part in a round table “Import substitution and promotion of innovative projects in oil related services at the regional level” within the framework of the forum.
A solemn diploma delivery ceremony was held at the close of the forum.
April, 14, 2015. According to Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” economic crisis will have not particularly intensive effect on investments in Khanty-Mansiysk Autonomous Okrug-Yugra’s industrial production.
According to the Centre data, production drilling footage and bringing new wells into production i.e. direct investments increased by 16 % in Q1 2015 in comparison with Q1 2014. It indicated 437.3 thousand meters in size. However, the extracted oil volume reduced in connection with deterioration of structure of reserves and decreasing of initial and current production rates of active wells stock.
In March 2015 oil production amounted to 20.8 million tons, compared with March 2014, it lowered by 452 thousand tons.
The decline in oil production of oil companies amounted to: OJSC “Rosneft” (- 221 760 tons), OJSC “LUKOIL” (- 145 811 tons), OJSC “Russneft” (- 54 905 tons).
Increasing of oil production in comparison with March of the last year noted in following companies: OJSC “Gazprom” (+ 21 648 tons), OJSC “Tomskneft” (+ 37 232 tons) and OJSC “Bachneft” (+ 92 585 tons). See a diagram…
In March 2015 production drilling at the Okrug amounted to 31 100 438 meters, compared with March 2014, it increased by 437 236 meters.
The growth of production drilling of oil companies amounted to: OJSC “Rosneft” (207 617 meters), OJSC “LUKOIL” (21 815 meters), OJSC “Russneft” (20 105 meters), OJSC “Gazprom” (19 084 meters), OJSC “Tomskneft” (9 765 meters), OJSC “Surgutneftegaz” (93 188 meters), OJSC “Slavneft” (32 279 meters). From March 31 till April 02, 2015 the 12th International Exhibition «Nedra-2015. Exploration. Prospecting. Production» traditionally timed to coincide with the Geologist Day celebration took place in Moscow, in the All-Russian exhibition center, in pavilion № 55.
The exhibition has been hold from 2004 under the patronage:

Scientific and technological events on the subject of important problems of national subsoil management and prospects for the mineral – raw mineral base development of Russia took place within the framework of NEDRA-2015 schedule of the exhibition events.
During the working days of the exhibition a bard geological songs festival “People go around the world” was held, which is popular among participants of the exhibition.

Proceedings of past thematic meetings on a scheduled set of studies in Bazhenovskaya 1 key-parametric well on the Bazhenov research practice ground, as well as general information on the research practice ground are published on the web page.

March, 24, 2015. Regular map updating has taken place on Geoportal YUGRA.
A layer “Specially protected natural territories” has been changed on the map of “Nature management in the KhMAO-Yugra”.
A group of layers such as “Natural resources using”, “Disturbed lands” was completely updated on the map of “Natural resources using of KhMAO-Yugra”, as well as a new layer “Areas of forest recreational activity ” has been added to it.
New facilities have been included in group of layers of “Map of production infrastructure” as of 01.01.2014.

March, 10-11, 2015. All-Russian meeting «Technology of core sampling and complex core analyses of West Siberia’s Bazhenov and Abalak formations» took place under the guidance of the Deputy Governor of Khanty-Mansiysk Autonomous Okrug – Yugra S.M. Polukeev in Khanty-Mansiysk city. A purpose of the meeting holding was a formation of optimized complex of core material analyses, identifying of its sampling technique, transportation and core sample storage for a geological structure study and working-out of new technologies of the Bazhenov formation development. Representatives of the Khanty-Mansiysk Autonomous Okrug – Yugra’s authorities, experts of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil”, professionals and directors of leading scientific institutes and universities, oil and service companies from different Russian cities took part in the meeting. Reports of the participants were heard, the discussion was held and decisions were taken in the course of the meeting.

From December 02 till December 05, 2014 the most large-scale in the Eastern hemisphere and one of the largest World’s oil and gas tradeshows OSEA (International Oil and Gas Industry Exhibition and Conference) took place in Singapore.
A delegation from Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” (Shpilman A.V., Stulov P.A., Dzhugashvili O.V., Savranskaya M.P.) took part in the tradeshow program of the Russian Federation by invitation of Ministry of Energy of the Russian Federation and was a representative of the Russian collective exposition.
OSEA included a wide range of business events. A centerpiece of the Russian tradeshow program was a round table on the subject of “Russian Oil Complex”, in which Shpilman A.V. took a part.
The Centre’s delegation visited a gas refining plant, viewed offshore platforms and special purpose vessels for petroleum products transportation.
At the exhibition stand of the Russian exposition the Russian delegation met with Singaporean students on the 5th of December, where the director Shpilman A.V. gave a presentation on «Information and analytical support of the subsoil use in Khanty-Mansiysk Autonomous Okrug – Yugra».

From October 02 till October 03, 2014 the Third International Scientific and Technical Conference “Problems and Practice of Development of Hard-to-recover Reserves of Oil and Gas Condensate Fields” was held at the National Mineral Resources University of Mines in Saint-Petersburg. Organizers were OJSC Gazprom Neft and National Mineral Resources University of Mines.
A plenary report “Exploitation of hard-to-recover reserves - prospects of Yugra’s oil industry sector development” was presented by A.V. Shpilman, director of Autonomous Institution of Khanty-Mansiysk Autonomous Okrug-Yugra "V.I. Shpilman Research and Analytical Centre for the Rational Use of Subsoil". Another report from the Centre “Identification and characteristic of lithotypes as a part of the Bazhenov horizon. Frolovskaya zone. West Siberia” was presented by V.A. Volkov, A.G. Mukher, E.A. Pakhomova, A.A. Gladyshev at “Geology and Development” section (speaker: A.G. Mukher).
During two days experts in geology, development and drilling from more than 20 organizations made reports at the International conference: OJSC Gazprom Neft, Federal State Unitary Enterprise “All-Russian Research Geological Oil Institute” (FGUP “VNIGNI”), Autonomous Institution of Khanty-Mansiysk Autonomous Okrug-Yugra "V.I. Shpilman Research and Analytical Centre for the Rational Use of Subsoil", Lomonosov Moscow State University, “Sercel”, “NIS”, “TomskNIPIneft”, Tyumen Petroleum Oil Center, Heriot-Watt University and et al.
The participants of the conference touched on the issues of West and East Siberia’s hard-to-recover reserves, special characteristics of lithological, petrophysical structure of the Bazhenov formation, its detailed elaboration by 2D and 3D petrophysical models, as well as development of cavernous and fracture-cavernous reservoirs, efficiency of geological and exploration works on study areas based on integrated interpretation of core material analysis and seismic survey.
Two sections were held:
Section 1. Geology and Development.
Section 2. Drilling and Optimization.
About 57 reports were heard, including 12 plenary papers.

From June 10 to June 12, 2014 the Global Petroleum Show 2014 took place in Calgary (Canada).
Visiting Calgary city (Canada) and participating in the Global Petroleum Show 2014, the Khanty-Mansiysk Autonomous Okrug-Yugra’s delegation met with AER (Alberta Research Regulator)’s and Schlumberger’s representatives. During the meeting feasibilities of the Alberta’s state core library and industrial laboratory for core analysis and geomechanics of Schlumberger were demonstrated. Irina Makukha, Head of Fuel, Energy Complex and Oil Processing Infrastructure Development at Fuel, Energy Complex Development Division of Subsurface Resources Management Department of Khanty-Mansiysk Autonomous Okrug-Yugra, Petr Stulov, First deputy Director, and Olga Dzhugashvili, Deputy Director on Organizational Work took part in the work of the Show as representatives of the System of Resources Management.
A report of Petr Stulov, First deputy Director, dealt with the Bazhenov formation development as one of issues of great importance and promising for stabilization of oil production level in Khanty-Mansiysk Autonomous Okrug-Yugra and the necessity for establishment of research practice ground “Bazhenov” for testing of development methods by various companies, research centers and construction design offices. Finishing the report, the Canadian colleagues were invited by Petr Stulov to cooperation for “Russian shale” study as Bazhenov oil development needs atypical, advanced, high technology both in core material analysis and field development.

June, 04, 2014. A round table of the Committee on Energy on the subject of “Oil products trade: external and internal market” was held in Moscow, in the small hall of the Russian State Duma.
Key problems of oil and oil products market’s functioning in the Russian Federation were announced within the frame of the session. It was noted that one of the topical issues is potential tax system change in terms of oil and oil products imposition.
Filatov S.A., head of the geological-economic modeling department, took part in the work of the round table and presented a paper on “Current issues of oil and oil products’ price formation and possible solutions to deal with”. The participants made recommendations regarding future legislative measures for efficiency increasing of market mechanisms in the concerned industry branch.
June, 04, 2014. The exhibition “IT-Industry for Public Management” took place in Khanty-Mansiysk.
In the frame of the VI International IT-Forum with participation of BRICS countries and specialized exhibition “IT-Industry for Public Management” where Autonomous Institution of Khanty-Mansiysk Autonomous Okrug-Yugra "V.I.Shpilman Research and Analytical Centre for the Rational Use of Subsoil" presented its exhibition stand, the executives of Subsurface Resources Management Department of Khanty-Mansiysk Autonomous Okrug-Yugra represented by Novikov M.B., Deputy Director, Stulov P.A., First Deputy Director of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil”, Kuzmenkov S.G., Chief Scientific Consultant, met with Gabriel Aniset Kochofa, Ambassador Extraordinary and Plenipotentiary of the Republic of Benin in the Russian Federation.
Maksim Novikov gave a presentation on prospects of subsoil use in the Yugra and Petr Stulov delivered a presentation on the Okrug’s core library and demonstrated the feasibility of the laboratory facilities for the important visitor.
It was pleasure to know that Gabriel Aniset Kochofa, Ambassador Extraordinary and Plenipotentiary of the Republic of Benin in the Russian Federation, graduated from I.M. Gubkin State University with a degree in exploration and prospecting of oil and gas fields.

June, 03, 2014. The VI International IT-Forum took place in Khanty-Mansiysk.
It was organized by the Government of Khanty-Mansiysk Autonomous Okrug – Yugra and Information Technologies Department.
During the work of the Forum, Consul General of the People's Republic of China in Ekaterinburg Tian Yunsyan, accompanied by Consul Miao Fei, visited the Okrug's core library.
The important visitors were interested in history of relations between the Center for the Rational Use of Subsoil and PRC, as well as a strategic partnership in the sphere of subsoil use and nature management.
Feasibilities of the Okrug's core library and the laboratory facilities for core analyses were presented to the visitors by First Deputy Director Petr Stulov and Deputy Director Sergey Alenichev.

From May 20 to May 23, 2014 the XIV Conference of Young Professionals Working in Organizations Carrying out Activities Related to the Use of the Subsoil Plots on the Territory of Khanty-Mansiysk Autonomous Okrug-Yugra took place in Khanty-Mansiysk.
It was organized by the Government of the Khanty-Mansiysk Autonomous Okrug – Yugra, Subsurface resources management department of Khanty-Mansiysk Autonomous Okrug-Yugra, Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil”, Yugra State University and Yugra Scientific-Research Institute of Information Technology.
The director of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” A.V. Shpilman presented a plenary report on the subject of ‘”Tasks of current importance and new directions of geological and exploration works in Khanty-Mansiysk Autonomous Okrug-Yugra”.
Besides, other three reports were presented by representatives of Autonomous Institution “V.I. Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” Savranskaya M.P., Atyutskaya L. Yu., Kozlov I.V., Andreev L.S. at the session on “Geology and exploration of oil and gas fields. Geophysics”.
Wide variety of issues of the Okrug’s subsoil using and oil and ore mining industries including geological, economic, legal, labor, environmental, informational, innovational and organizational was covered by participants of the conference. Representatives of the Khanty-Mansiysk Autonomous Okrug – Yugra’s authorities, oil companies, ore mining companies, exploration and service companies, scientific-research institutes, as well as leading young researchers and specialists took part in the work of the conference. Total attendance of the conference: 305 young researchers and specialists from 46 organizations, 17 cities including Moscow, Tyumen and cities of Khanty-Mansiysk Autonomous Okrug and Yamalo-Nenets Autonomous Okrug.

Session 14. Research activities and innovative solutions.
224 reports were heard, which included 5 plenary papers. The majority of the reports were characterized by high science and technology level. As a whole, the presented reports typify the main trends of investigations in research and production enterprises of the industry sector. The Organizing Committee is going to publish a book of reports. An organization level was met with participant’s approval too.

April, 23-25, 2014. II International GIS-forum “Integrated Geospatial Solutions – the Future of Information Technologies” took place in Moscow region.
The main highlights of the Forum:

Purtov V.A., head of the laboratory for Earth remote sensing, took part in the work of the Forum and presented a report “Implementation and development of space supervising in the Centre of the rational use of the subsoil” at the workshop.
A contest project “Geoportal YUGRA” was presented by Semikin V.A., head of the application programming laboratory. The contest was held by SOVZOND company in the frame of the Forum.
This project is pronounced the winner of the contest “The Best Projects in GIS and Remote Sensing of the Earth”, in nomination “The significant contribution to the development of GIS and remote sensing”.
The project is awarded by a diploma and a memorable figurine.

April, 16-17, 2014. “Yugra Industrial Forum-2014” took place in Congress-Exhibition Centre “Yugra-Expo”, in Khanty-Mansiysk city. Yugra Industrial Forum is one of the largest region's events in the field of industry, science and business development.
The scheme included a specialized exhibition in which the Centre took a part on behalf of Subsurface resources management department of Khanty-Mansiysk Autonomous Okrug-Yugra. P.A. Stulov, O.V. Dzhugashvili, E.A. Vtorushin, L.Yu. Atyutskaya were participants from the Centre.
The Forum and the integrated exposition of the exhibition act for three consecutive years as a professional platform for interchanging of experience, looking for business contacts and demonstrating of new technologies and developments with the purpose of further implementations in region's industrial production.
The event was held under the patronage of industry-specific unions and associations of the Autonomous Okrug and Russia. A partner of the Forum was State Educational Institution of Higher Professional Education “Yugra State University”.

A number of new functional capabilities have been added to Geoportal, inter alia: screening of structure map's absolute values by means of coordinates specified by a user; creating of bookmarks for viewed parts of maps; accurate localization by means of specified latitude and longitude.
Concerned Geoportal users can get to know with detailed description of new capabilities.
April, 10-11, 2014. The International conference on applied science “Earth Remote Sensing Tools and Technologies in Science, Education and Business” was held at the National Mineral Resources University (the University of Mines) in Saint-Petersburg. The organizer was ScanEx Research and Development Center. Experts from cities of Russia, neighboring countries and Great Britain took part in the conference.
The main topics of the conference were:
- operational satellite monitoring solutions for scientific and industrial needs;
- satellite imagery for subsoil use needs;
- modern means of remote sensing and geographic information system technology at universities.
Purtov V.A., head of the laboratory for Earth remote sensing, took part in the work of the conference and presented a report “Satellite imagery for disturbed lands monitoring on the territory of the Khanty-Mansiysk Autonomous Okrug – Yugra”
April, 1-3, 2014. The 11th International exhibition «Nedra-2014. Exploration. Prospecting. Production» traditionally timed to coincide with the Geologist Day celebration took place in Moscow, in the All-Russian exhibition center, in pavilion № 55.
NEDRA exhibition is traditional meeting place for competent experts of leading institutes and an attraction center for new ideas and technologies in the sphere of subsoil management.
The exhibition visitors were getting to know with the exhibition exposition of Autonomous Institution “V.I.Shpilman Research and Analytical Centre for the Rational Use of the Subsoil”, demonstrating of achievements in Yugra’s subsoil exploration and development during three days.
Scientific and technological events on the subject of the most important problems of national subsoil management and prospects for the mineral – raw mineral base development of Russia took place within the framework of NEDRA-2014 schedule of the exhibition events.
Autonomous Institution “V.I.Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” took part in the exhibition by the order of Subsurface resources management department of Khanty-Mansiysk Autonomous Okrug-Yugra. Dzhugashvili O.V. and Guzemina E.M were representatives from the Centre.

Shpilman Research and Analytical Centre for the Rational Use of the Subsoil» by a Resolution of the Khanty-Mansiysk Autonomous Okrug – Yugra’s Governor N.V. Komarova dated 22.03.2014 № 32 for merits in development of geological prospecting industry, strengthening of mineral-raw mineral base, science of trends of geological exploration works.
12 March, 2014. The Oil club of Tyumen organized a seminar on the subject of “Space supervising of oil-and-gas fields territory” held by the SOVZOND company. V.A. Purtov, head of the laboratory for Earth remote sensing, E.M. Guzemina, research associate of the same laboratory, took part in the seminar. A great attention was paid to development and implementation of a space supervising system in oil and gas industry, which includes the main stages: space images’ receiving with various intervals, thematic processing, vector creation, downloading in corporate network and web-services, further analysis and data interpretation.
5 March, 2014. The State Duma Committee on Natural Resources, Natural Management and Ecology held the Parliamentary hearings on the subject of «Legislative providing with an organization of a balance system for the crude hydrocarbons extraction and its consumption on the territory of Russia and its continental shelf». Dushenko Olga Olegovna, the Head of geological-economic modeling laboratory of autonomous institution of Khanty-Mansiysk Autonomous Okrug-Yugra "V.I. Shpilman Research and Analytical Centre for the Rational Use of Subsoil» took part in the session.
A special attention was paid to the issues of a loss account due to oil exploration and oil transportation. The draft recommendations for Legislative Bodies and Executive Authorities were made following the results of the session. Particularly, the State Duma was recommended to consider draft laws regarding to legislative providing with an organization of a balance system for the crude hydrocarbons extraction and its consumption as issues of first priority and primary at the State Duma plenary sessions.

February, 3-7, 2014.The annual session of the commission on examination of fulfillment of license agreements terms with regard to Khanty-Mansiysk Autonomous Okrug-Yugra exploration works, results of 2013 exploration works and plans for 2014 under the chairmanship of A.M. Bulatov, the Leader of Subsoil Use Directorate for Khanty-Mansiysk Autonomous Okrug-Yugra, took place from the 3th to 7th of February, 2014 in Khanty-Mansiysk. V. M Golub, L.M Zakharova, O.I. Zmanovskaya, Y.A. Kuzmin, T.V. Rubina, L.G. Sudat, N.V. Sudat, L.O. Suleymanova, V.M. Yuzhakova took part in the work of the commission on behalf of autonomous institution of Khanty-Mansiysk Autonomous Okrug-Yugra "V.I. Shpilman Research and Analytical Centre for the Rational Use of Subsoil".
The volume of exploratory drilling amounted to 308.1 thousand meters in 2013, also 31.5 thousand meters of old wells drilled deeper by LLC “Surgutneftegaz”, which was not included in exploration costs. The volume of 2D seismic works amounted to 2257 line kilometers. The area of 5237 km2 was covered by 3D seismic works.
The total reserves growth of category ВС1 (identified and estimated reserves) is 257 million tons including 61.9 million tons (24%) of exploratory drilling and 186.4 million tons (73%) of outpost wells drilling. Three percent of the reserves growth (8.2 million tons) was achieved in response of a revised estimation of the oil fields totally. The major reserves growth belongs to Priobskoye oil field (RN-Yuganskneftegaz), bed ЮС2 and achimovskaya bed of Fedorovskoye field, as well as Sorovskoye, Kuzovatkinskoye Kayumovskoye Lumutinskoye fields, which are under exploration.
As a result of exploration works 4 oil fields with total recoverable oil reserves of category C1+C2 (estimated and inferred reserves) of 6.214 million tons were discovered.
As a result of exploration works the efficiency was 240 tons per meter taking 834 tons per meter of outpost wells drilling into account.
Total exploration costs were 28.8 billion roubles in 2013 including the federal budget of 128 million roubles (0.5%). The cost of a meter of exploratory works is 54.7 thousand roubles, that of a kilometer of 2D seismic works is 321.3 thousand roubles, that of a square kilometer of 3D seismic works is 947.8 thousand roubles.

December 3, 2013. The 1st «Unconventional Oil and Enhanced Oil Recovery in Russia» international forum of the Adam Smith Institute took place in Moscow.
The plenary report was presented by the Russian State Duma Deputy and Deputy Chairman of the Committee for Energy P.N. Zavalny. The report dealt with the analysis of the situation in the broader context of the research and development of all hard-to-recover oil reserves of Russia, as well as with the latest legislative amendments, aimed at increasing of their investment attractiveness for investments by means of providing tax allowance. Some recommendations, concerning further legislation improvements and prospects for the development of hard-to-recover and unconventional, oil reserves in Russia were made. The Director of the autonomous institution «V.I. Shpilman Research and Analytical Center for the Rational Use of the Subsoil», A.V. Shpilman, took part in the work of the Forum on behalf of the government of the Khanty-Mansiysk Autonomous Okrug – Yugra. He presented a paper on the oil resource potential state and the prospects for the Bazhen formation development. He also pointed out the necessity for joint study of the hydrocarbon resource potential of the Bazhen and Abalak formations. Attention was paid to the geological complexity and high variability of the geological properties along lateral of deposits of these formations. The high oil production potential from the deposits of the Bazhen and Abalak formations was mentioned in the report, and an action plan concerning production increasing from these deposits up to 20 million tons per year and more by the year 2030 was put forward. The author of the report pointed out a perplexity of terminology meanings. For example, "slate oil" is not always extracted from slates and the term "non-traditional oil" is generally amazing. Many of speakers came round to his opinion. During his speeches Mr. A.V. Shpilman suggested not to use the term for oil, but say about nonstandard reservoirs and nonstandard methods of oil development, in his opinion that is the best translation of the English word "unconventional". Mr. A.V. Shpilman acted as a moderator of the Session 3 "Discussion is the future of development and production of unconventional oil in Russia" on behalf of organizers of the Forum. A.N. Dmitrievsky, Member of Russian Academy of Sciences, R.S. Khisamov, Chief Geologist of Tatneft, G.I. Shmal, President of Union of Oil and Gas Producers of Russia and many other scientists, professionals and oil workers-experts took part in the discussion. The discussion was heated. The participants were not unanimous in set of questions especially concerning methods of Bazhen formation development. The participants of the discussion pointed out the necessity for establishment of its own research foundation for exploration, prospecting and development of such nonstandard reservoirs in Russia.
November, 20-22, 2013. Michel Baran, the Consul General of France in Yekaterinburg, paid a fact-finding visit to Khanty-Mansiysk. A purpose of the visit was a discussion of questions of bilateral cooperation between the Khanty-Mansiysk Autonomous Okrug – Yugra and France.
The meeting with Consul General for discussion of economic cooperation prospects between Yugra and France took place in a building of the Government House on the 21th of November, 2013. The First deputy Director P.A. Stulov told about existing friendly and business relations between autonomous institution of Khanty-Mansiysk Autonomous Okrug-Yugra "V.I.Shpilman Research and Analytical Center for the Rational Use of Subsoil" and French enterprises and institutes such as the French Institute of Petroleum, Beicip Franlab, CGG.
November, 18-20, 2013. The 1st international exhibition and forum of innovative energy solutions for sustainable development "Exploration, production, processing 2013" took place in Moscow, on the territory of the international exhibition center, in pavilion 75.
The exhibition-forum was held under the patronage of the Ministry of Energy of Russia, according with instruction of the Government of the Russian Federation, aimed at energy interaction development, which began at the Heads of States Summit of members of Gas Exporting Countries Forum (GECF) with participation of key gas consuming countries, not members of GECF, on July, 2013.

15 of November, 2013. By the decree of V.Putin, President of Russian Federation, from 15.11.2013 № 419-рп was declared an appreciation of President of Russian Federation to Shpilman Alexander Vladimirovich, director of autonomous institution of Khanty-Mansyisk autonomous okrug-Yugra ”V.I.Shpilman research and analytical centre for the rational use of the subsoil” for gained labor achievements, longstanding conscientious labor and active social activity.
11-15 November, 2013 in the city of Khanty-Mansiysk had been held research and practice conference «Ways of realization of oil and ore potential of Khanty- Mansiysk Autonomous okrug-Yugra”, devoted to 60 anniversary of West Siberian oil & gas province.
276 participants from 11 cities of Russia and 47 organizations of fuel and energy complex took part in the work of the conference. 102 reports were presented on the conference in total, including 8 plenary, presented 28 poster presentations.

Most reports have a high scientific and technological level. The reports submitted characterize the main directions of research carried out by scientific and industrial enterprises in the industry.
The Committee plans to publish a collection of conference papers. The level of organization won the approval of the participants.
8 November, 2013 was held a buzz session of Legislative council section under the State Dume of Russian Federation Committee of energy on the subject of "Considering a questions of pricing for an oil and gas products and problems of development of petroleum exchange market.
Filatov Sergey Alexandrovich, head of the department of geological and economical modeling of Autonomous Institution "V.I.Shpilman research and analytical centre for the rational use of the subsoil", took part in the work of the section and presented a report" Factors, forming a price for an oil and petroleum products."
In the frame of discussion, devoted to an actual problems of pricing in oil and gas complex, there were reviewed questions of establishment a "fare" price at home market, development of Russian stock change market , generating differential tax take as a main price regulator.
As a results, there had been formed a draft decision, including the most considerable recommendation for improving system of field price generating.
From 28th of October till the 1st of November 2013 in Saint- Petersburg on the base of Federal State Unitary Organization "VNIGRY" was held III International conference of young scientists and specialists "Actual problems of petroleum geology of XXI century", devoted to the memory of Sergey Germanovich Neruchaev, distinguished scientist in the area of genesis and geochemistry of oil and gas, Doctor of geological and mineralogical sciences, professor, academician of Russian Academy of Natural Sciences.
More than 70 conferees from 31 organizations and 15 cities of Russia and Belarusian Republic, including participants from Autonomous Institution" V.I.Shpilman research and analytical centre for the rational use of the subsoil", (Tyumen).
First deputy director, Petr Stulov, was one of chairmen, leading a section "Licensing and monitoring of subsoil management. Economical and legislative problems of petroleum industry. Ecological problems during the process of development of oil and gas resources production."
In total, there were 58 reports regarding Conference`s direction, 51 of them are included in an omnibus of conference materials.

October, 2013. Published an Atlas of oil and gas fields of Khanty-Mansyisk autonomous okrug- Yugra.
There is a characteristic for 464 fields in the atlas. There is a data, presented in text format for each field, due to administrative, tectonics, petroleum and geological mapping, opening time, information about organizations, carrying out an activities connected with prospective objects preparations for exploration and also opened and prepared field for development , data about subsoil users by the date of preparation of the Atlas for publishing.
There is brief information about tectonic structure of traps, geological cross-section, oil and gas complexes and denomination of producing beds according to the general range.
Also you can find a description of 1 -2 biggest pools, information about manufacturing pool producing based on the results of testing and researching of prospects wells. In addition, there is a characteristic of oil and gas collectors and other information.
October, 2013. Came out the report “Subsoil managment in Khanty-Mansiysk autonomous okrug-Yugra in 2012.”
In this report there is presented resource management system of Khanty-Mansyisk autonomous okrug-Yugra, which demonstrates materials on subsoil using on the territory of okrug in the year 2012.
There are reviewed: state of oil and gas resource base, licensing of rights for use of the subsoil, geological and prospecting works in distributed fund and open acreage, based on the results of oil producing and oil and gas recycling industry, state of manufacturing infrastructure, questions of economics of oil recovery, investment activity of oil companies, short characteristics of state of management of natural resources in autonomous region. Report is prepared by Autonomous Institution of Khanty-Mansiysk Autonomous okrug-yugra “V.I.Shpilman Research and Analytical Centre for the Rational Use of the Subsoil”. In the work was used data from oil companies, geological and prospecting and geophysical enterprises, possesses licenses for exploration and oil and gas recovery on the territory of Khanty-Mansyiskiy autonomous okrug-Yugra.
16-18 October, 2013 in Moscow were held a meeting ”Methodical problems of geological and prospecting and research and analytical works in the area of geology of oil and gas”.
In the frames of events, devoted to 60th-years anniversary of foundation of Federal State Unitary Enterprise VNIGNI, 16-18 of October,2014 in Moscow were held a meeting ”Methodical problems of geological and prospecting and research and analytical works in the area of geology of oil and gas”.
There was discussed methodical and informational providing of geological and prospecting and research works for oil and gas; problems of state examination of project documents for hydrocarbon crude development, methodical problems of quantity evaluation of resources and prospects of realization of resource potential of hydrocarbons; justification of new objects and geological and prospecting works and methods of exploration in anticline and non-anticline traps, etc.

From 14th to 17th of October, 2013 in the city of Tegu (South Korea) was held 22nd World Energy Congress Dauegu 2013, in the frames of which was carried out specialized international exhibition and Congress sessions, including debating sessions.

According to the order of governor N.V.Komarova, in the composition of Russian delegation were included representatives from Autonomous Institution “V.I.Shpilman Research and Analytical Centre for the Rational Use of the Subsoil”: A.V.Shpilman-director, O.V.Dzhugashvili-deputy director, M.P.Savranskaya-assistant director. The delegation was led by V.V.Korkunov, acting director of the Department of the Use of the Subsoil of KHMAO-Yugra.
On the 15th of October, 2013,Autonomous Institution “V.I.Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” presented the report from Yugra and CRRU “State of petroleum industry of KHMAO-Yugra and directions for the development” by A.V.Shpilaman, CRRU director on the session ”Present and Future of hydrocarbon energy“, which was moderated by P.N.Zavalniy, President of “Russian gas society”, deputy committee chairman of State Dume Federal assembly of Russian Federation. The report appealed a vivid discussion about privileges during the development of hard recoverable reserves. V.V. Korkunov,acting director of the Department of subsoil using, also presented a short statement. In his announce he reported about the state of associated gas utilization in Yugra region and invited international investors to participate in the work of projects in autonomous okrug.

From the 1st to 4th of October, 2013 in Almaty (Kazakhstan) was held 21st Kazakh International Exhibition and Conference “Oil and Gas”- KIOGE 2013. In the frames of the conference there was established an international congress, where were discussed questions of development of oil industry of Kazakhstan.
On the Congress session special interest appealed Kashagan oil field, which is located in the North Caspian, with the reserves of 1.5 milliard tons. This field is one of the largest in the world, opened in the last 40 years.

27th of September, 2013 in Tyumen there were held solemn celebrations, devoted to 20 years anniversary of research and Analytical Centre for the Rational Use of the Subsoil. State-owned TV and radio company VESTY Region-Tyumen made a running commentary on the occasion of this event.
On the 27th of September, 2013 in the city of Khanty-Mansysik, at the Department of education and youth policy of KHMAO-Yugra there was held the third session of a Council of young scientists and specialists of Khanty-Mansyisk autonomous okrug –Yugra.
A.A. Drenin, chairman of the Council, summarized the work of the Council of young scientists and specialists for the first half-year of the year 2013: approved the building of university campus in Surgut city, created informational and analytics system of young scientist of KHMAO-Yugra, carried out assignment of KHMAO-YUgra Governor with the purpose of application for Presidential award, made appeals of four young specialists from Nizhnevartovsk.
There was accepted a suggestion to unite all-Russian conference of young scientists (Surgut city) with Convention (Khanty-Mansyisk). Was adjusted to coincide the organization of events devoted to the Day of the Science in February, 2014, in the city of Surgut.
As a part of action plan of the Council there are guidelines to young scientists from research institutes.

20 of September 2013, in the city of Khanty-Mansysik were held solemn celebrations, devoted to 20-years anniversary of Research and Analytical Centre for the Rational Use of the Subsoil. Work team and administrations of the Centre took first congratulations. Anniversary celebration will be continued on the 27th of September in Tyumen for this once.
17 September, 2013 was published new version of cartographical web-service of access to dimensional data on the territory of KHMAO-Yugra. The main feature of new version is providing register users with an access to advanced functional possibilities and more detailed cartographical information.

6th of September, 2013 in the city of Khanty-Mansiysk were held solemn celebrations with summing up ofdistrict annual competition «Black gold of Yugra».
Devoted to Oilman`s day and 60-years since the opening of first gas field in West Siberia Kholmatskih I.R., plenipotentiary of President of Russian Federation and Komarova N.V., governor of KHMAO-Yugra spoke in public with congratulations.
By an invitation of Polukeev S.M., deputy governor, Shpilman A.V., director of CRRU, took part in solemn arrangements.
4-6 september, 2013 in Kazan was held international scientific and practical conference ”Problems of performance capability expansion of oil fields on late stages”.
Rustam Nyurgalievich Minnikov, President of Tatarstan republic, addressed his opening speech to delegates of conference.

Wide range of questions is planning to be considered on the conference, including economical, lawful, ecological, informational and organizational questions on subsoil using, developing of petroleum and mining industry, rational use of associated gas in autonomous region. 28-29 of August, 2013 Petr Stulov visited Astana city, (Kazakhstan Republic) by the invitation of Ministry of industry and new technologies.
Under the leadership of Sauranbaev Nurlan Ermekovich, vice-minister, in the Ministry of industry and new technologies was held presentation of Autonomous Institution of Khanty-Mansyisk autonomous region-Yugra ”V.I.Shpilman Research and Analytical centre for the rational use of the subsoil”-direction of its activities.
Special attention was paid to questions of informational and analytical accompaniment of subsoil using in Khanty-Mansiysk autonomous okrug-Yugra. Autonomous Institution ” V.I.Shpilman Research and Analytical centre for the rational use of the subsoil” was represented by the first deputy director –Stulov P.A.
In the frames of the event there was also introduced a presentation of Open Joint Stock Corporation “scientific and production centre Monitoring” , was held a meeting with leaders of Joint Stock corporation “National geological and prospecting company “KAZGEOLOGIA “ , business community of Kazakhstan Republic was presented by investment holding ”KAZNEDRA”.
Parties were discussing joint interests in the area of keeping, holding core material, legislative and organizational questions of core handling, mutual relations between subsoil users and States of Russian Federation and Kazakhstan, questions of state core storage construction. On the base of meetings and communication it has been decided to look forward for the ways of further cooperation.
22-23 of August, 2013 in the city of Surgut was held research and scientific conference “The indigenous population. Oil. The Law.”
Makushenko D.V., head of Sugrut region of KHMAO-Yugra, Ledkov G.P., president of Association of small quantities population of the North, Siberia and the Far East of Russian federation, Aipin D.V.- deputy Duma chairman, chairman of Assembly of small quantities population of the North representatives, Popov D.V., head of the city of Surgut –all of them opened the conference.
There were discussed problems of safeguards for the guarantees of rights of indigenous small quantities population of the North in the area of traditional economic activity, defense of native environment, determining of mechanism of provision of their interests in the area of relationship with companies-subsoil users, ecological prosperity of the population of the North.

25th of June, 2013, in the city of Khanty-Mansysisk, in Dume of Khanty-Mansyisk autonomous region, were held hearings on the subject of “Legislative provision of environment security in Khanty-Mansyisk autonomous region-Yugra”. 18th of June, 2013, in the city of Yekaterinburg in Ural –Nedra, between the Department of subsoil using on Ural Federal okrug and autonomous institution “V.I.Shpilman CRRU” ,was signed State contract for operations on the subject of “Complex geological and geophysical works on deep structure exploration, evaluation of prospects of oil and gas bearing capacity and technical and economic justification of subsoil reclamation of Yugansko-Koltogorskaya zone.
Ryilkov S.A., head of the Department, and Shpilman A.V., CRRU director, signed State contract in a solemn atmosphere. State contract includes carrying out of seismic works in the volume of 2695m. Wide range of scientific researches devoted to allocation the regularity of oil and gas bearing capacity in Yuganskaya and Koltogorskaya exploration zones is considered in the State contract.
The project will be finished by the year 2015 by development of programs of geological and prospecting works, licensing, infrastructure development, forecast of oil recovery till the year 2030 and evaluation of budget efficiency.
Practically, the question is about implementation of development of 2 new oil and gas recovery districts- Yuganskiy and Koltogoskiy, mostly lying on the territory of KHMAO.
7 of June, 2013. In the city of Khanty-Mansyisk was hold a "round table" with representatives of "Salym Petroleum Development". Volokitin Y.E., Shuster M.Y., Pereslegin M.V., representatives of "Salym Petroleum Development" presented reports about prospect of Bazhenov formation development and employment of Alkaline-Surfactant-Polymer technology with the purpose of increasing the coefficient of oil recovery. Representatives from Goverment of Khanty-Mansyisk autonomous region -Yugra and from scientific organizations, took part in "round table". Shpilman A.V., CRRU director, Kuzmenkov S.G., chief scientific consultant, Dushenko O.O., scientific worker, representatives of CRRU participated in the work of "round table".

24-25 May, 2013 in the city of Salekhard was held “Yamal Neftegaz 2013” “Complex development of Yamal oil fields: attracting investments and advanced technologies” international conference.
On the conference there were being discussed topics such as measures of investment attraction of new fields and fiscal expansion and the replacement of the mineral raw material base of Yamal and geologic exploration were being discussed as well.
Within the frames of the conference there were reviewed topical issues of region development- special attention was paid to ecological question of region development and as a part of conference there was held a round table, devoted to the question of ecological security of an objects of oil and gas sector, rational using of associated gas, strategies of work with indigenous population and keeping the balance of peninsula unique ecosystem.
On a plenary session, with Nataliya Komarova, governor of Yugra region Igor Kholmanskikh, authorized official of President of the Russian Federationin Ural federal okrug, Dmitriy Kobyilkin, governor of Yamalo-Nenets Autonomous Okrug, Grigoriy Ledkov, deputy of state Duma of Russia –president of Association of low-numbered peoples of the North, Siberia and Far East of the Russian Federation and Vladimie Yakushev, governor of Tyumenskaya oblast also took participation.
Petr Stulov, first depty director of Autonomous Institution of Khanty-Mansiysk autonomous region –Yugra ”V.I.Shpilman Research and Analytical Centre for the rational use of the subsoil” presented his report on the subject of “Ichthyocenosises of Ob-Irtysh basin under the condition of increasing human-induced disturbance” on a work session “Topical technologies for provision of ecological security and effective Yamal development".
From 21st to 24th of may, 2013 in the city of Khanty-mansiysk was held XII conference of young professionals, working in companies, which are carrying out an activity, connected with the use of the subsoil plots on the territory of Khanty-Mansi autonomous okrug- Yugra.
337 persons took part in the work of conference, including 42 jurymen from 17 cities. Totally, 250 reports were declared, 236 reports from 14 sections, presented by 48 organizations were being heard during 22-23 of may, 2012 and 5 reports were presented on plenary session.
Baryishnikov A.A., Dushenko O.O., Kokhtasheva N.Y., Marilova A.A., Moroz M.L., Strelchenko M.V. and Teplyakov A.A. participated in the conference. Dushenko O.O. took the 1st place in the section “Economics and management of Fuel and Energy complex enterprises“ with the report on the subject of “Development of the mechanism of economics stimulation of hard-to-recover oil reserves development”.

6 of May, 2013. Licensing plots and hydrocarbon fields' data on KHMAO-Yugra territory have been updated in cartographycal web service.
30 of April, 2013 in the city of Moscow in All-Russian Geological Research and Development Oil Institute was held a conference “Unconventional hydrocarbon sources – resource base and production prospects in Russia” under the leadership of Popov A.P., head of Rosnedra.
Top scientists and specialists of scientific institutions and subsoil users companies represented more than 20 reports on the subject of different aspects of unconventional hydrocarbon sources on the conference. Capability assessment of production hydrocarbon crude from oil shales, gas-hydrate accumulation were introduced on the meeting and also few reports were devoted to potential production of coal bed methane.
Shpilman A.V., director of CRRU delivered the report on the conference "Bazhenov formation development - potential resource of Yugra and aspects of reserves estimation and evaluation of “schistose oil” resources".
25 of April, 2013 at the 50th anniversary of Central Development Commission there was held solemn prize distribution to members of Autonomous institution “V.I.Shpilman Research and Analytical Centre for the Rational Use of the Subsoil”.

- by the badge of honor “High achiever of subsoil prospecting” was rewarded Mukharlyamova Nailya Vakkasovna, head of the department of factors of development for the longstanding and conscientious labor, significant contribution to the issue of geological prospecting.
22-23 April, 2013 in the city of Khanty-Mansiysk in the Department of subsoil management on Khanty-Mansiysk autonomous okrug-Yugra there was held a workshop devoted to KHMAO-Yugra oil fields development`s project targets monitoring for the year 2012 and subsoil users` plans for the year 2013. The workshop was held under the leadership of Bulatov A.M., Head of Yugra-Nedra.
Materials from 57 subsoil users were reviewed on the work session. During the year 2012 there was being carried out technological project information updating and, according to it, project annual level of oil production on KHMAO-Yugra was reduced on 10 millions of tons.
Due to technological project information updating on 98 fields, which was being carried out during the year 2012, a project annual level of oil production on KHMAO-Yugra was reduced on 10 millions of tons. As a result, the execution of project target was 97,9% on okrug on the whole. Exploration drilling footage increased on 741 thous.m.in comparison with the year 2011. Project targets on oil recovery failure is connected with nonfulfillment of project targets on exploration drilling footage, putting of new wells on development, producing well stock and insufficient volumes of geological and technical works on okrug`s fields.
In the year 2012 the next subsoil users reached the project target of oil recovery: LLC LUKOIL-WEST SIBERIA, Open Joint Stock Company ”Surgutneftegaz”, Open Joint Stock Company ”Gazprom neft”, Open Joint Stock Company ”Tomskneft VNK”, LLC “West-Malobalyikskoe” and “Kanbaiykal Resources inc.”
As representatives from CRRU ,Shpilman A.V, -Director, Golub M.V.,-deputy Director on geology, Tolstolyitkin I.P.,-head of the department of monitoring of oil and gas field development, Filatov S.A.,-head of the department of geological and economics modeling. Mukharlyamova N.V.,-head of a laboratory of the department of oil field development, Orengurkin A.V., -senior research worker of a laboratory of monitoring of oil field development, secretary of working party, took participation in the workshop.
Based on the results of commission work there will be drew up a Protocol , which will be introduced to Rosnedra for taking actions for cancellation of cases of project tergets` unfulfillment under oil and gas fields development.

From 2 to 4 of April, 2013 in the city of Moscow was held 10th Anniversary International exhibition “Nedra-2013. Exploration. Prospecting. Production” in Russian National exhibition Centre in the pavilion №55 in Moscow , devoted to the celebration of the Geologist`s day.
The Event has been organized by Federal Agency on subsoil management (curator- Administration for the Geology of solid minerals), Russian geological community with the participation of Ministry of natural resources and ecology of Russian Federation. Since 2004, the exhibition has been held by the support of Federation Council; Committee on Natural Resources, Natural management and Ecology of State Duma of Federal Council of Russian Federation. Chamber of Commerce of Russian Federation, association of workers of oil and gas industry in Russia.
For the last nine years the exhibition has become a traditional court for the demonstration of innovative technologies in the sphere of subsoil management, technical and technological provision of geological and prospecting and mining works, as well this`s a place of meeting for the specialists of geology sphere. There have been more than 100 organizations from 15 regions, have been managed 11 collective stands, where state and problems of geological exploration of a subsoil and replacement of the mineral raw material base are displayed on the exhibition, took place on the territory around 1500 km2.
By the order of Department on subsoil management of Khanty-Mansi Autonomous region-Yugra, Autonomous Institution “V.I.Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” participated in the exhibition. Dzhugashvili O.V. and Mikhailov A.E. were representatives from CRRU.
As a heart-warming tradition, during the working days of the exhibition there was held a bard songs festival “People go around the world”, which is incredibly popular among participators and guests of the exhibition.
Zakharova Larisa Vladimirovna, Chief Human Resources Officer of Autonomous Institution of Khanty-Mansi autonomous okrug-Yugra "V.I.Shpilman Research and Analytical Centre for the Rational Use of the Subsoil", was awarded by the letter of appreciation by the decree of Korepanov S.E., chairman of Tyumen State Duma from 27.12.2012 No. 740-рн for longstanding conscientious labor, great professional skill. Solemn hanging over was on the 25th of February, 2013 in Tyumen State Dume.
18 of February, 2013 was held a legislative council section session under the State Duma Federal assembly of Russian Federation on Power Economy on the order of the meeting: ”About legislative initiatives in the sphere of oil production “ ,where Tolstolyitkin I.P. and Shpilman A.V., collaborators of Research and Analytical Centre for the rational Use of the Subsoil presented a report on the subject of “The Ways of optimizations and development of oil fields with the purpose of stabilization of oil production in KHMAO-Yugra and in Russia on the whole”.
Stabilization of Oil production has to be considered as a strategic purpose for the providing of energetic security in Russia. Since the year 1972, during 40 years, oilmen of Yugra have been providing more than 50% of oil production in Russia. Stabilized oil production in Yugra and in West Siberia on the whole determines stable oil production in Russia. Since 1999 oil production has been constantly increasing, but in the year 2008 the growth stopped. The main reason of oil production growth`s cessation is degeneration of quality of reserves, brought into development. The state of things in oil industry can be improved only in the ways of innovative development of this field. Innovations are a tool to be opposed by resource base declining, water cut rising, declining of oil production. It demands such a serious scientific escort of development processes, deep core researching and formation`s fluids. Innovative advanced technologies should possess high knowledge content and makes a perceptible effect such as considerable growth of recoverable reserves, which demands legislative support. For increasing the efficacy of oil field development there are five necessary options:
1. State encouragement of methods for oil recovery increasing with the application of innovative technologies.
2. Legislatively determine strict criteria of innovative technologies.
3. Technological projecting of development through the perfection should become an innovative projecting.
4. Pay special attention to polygons for assaying and improvement of innovative technologies.
5. Legislatively foresee monitoring development and execution of project indicators as a composite part of the system of state expertise.
From 11th to 15th of February, due to the order of YugraNedra from 30.01.2012, No.15, by the Subsurface Management Department in the Khanty-Mansiysk Autonomous Okrug-Yugra, cooperative with Autonomous Institution "V.I. Shpilman Research and Analytic Centre for the Rational Use of the Subsoil" the results of geological prospecting works on the territory of KHMAO-Yugra and work plan for the year 2013 had been reviewed.
Projected volumes of geological prospecting works for big companies such as Open Joint Stock Company "Surgutneftegaz", Open Joint Stock Company"LUKOIL", Open Joint Stock Company "TNK-BP Holding", Open Joint Stock Company "Rosneft" and Open Joint Stock Company "Russneft" was executed on the whole. Five fields was opened in the deposits of Middle Jurassic and One field in the deposits of Bazhenov formation. In 2013 main direction of prospecting and exploration works of companies-subsoil users will be associated with evaluation of a potential of Tyumen suite.

Representatives from Autonomous Institution “V.I.Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” were Golub M.V.,Deputy director on geology, Yuzhakova V.M., Suleyimanova L.O., Kuzmin Y.A. ,heads of departments , Sudat L.G., Sudat N.V., Rubina T.V., Zmanovskaya O.I., Zakharova L.M., heads of laboratories; Sharifullina E.A., was a representative of Khanty-Mansi branch of Federal State Institution “Territorial Fund of Geological Information“.

As a result of monitoring of the state of oil and gas field development, carried out by the order of state task of KHMAO-Yugra Government department of the use of the subsoil, V.I. Shpilman Research and Analytical Centre publishes final information of the state of oil production and indicate main aspects of field development in Yugra in the year 2012.

31st of January, 2013 in the city of Khanty-Mansiysk were held an auctions for licenses for West-Tukanskiy, Tukanskiy and South-Tukanskiy subsoil plots.
Open Joint Stock Company “Surgutneftegaz”, LLC “La-Mansh” and LLC ”Tarkhovskoe” filed a license application and were admitted for the participation in auction for West-Tukanskiy subsoil plot.
Open Joint Stock Company “Surgutneftegaz” was pronounced the winner of the auction and got a license for geological study of subsurface resources, prospecting and production with the total non-recurrent payment amount of 676.4 million rubles.
Open Joint Stock Company “Surgutneftegaz”, LLC “La-Mansh” and LLC ”Tarkhovskoe” filed a license application and were admitted for the participation in auction for Tukanskiy subsoil plot.

Kim Alexander Mikhailovich, the first Vice-Governor of Khanty-Mansi autonomous okrug-Yugra, had mentioned in his introductory word, that the meeting has become as an tradition and was held for the second time, what indicates that the participants have an interest and the format of the meeting had been chosen right. Varlamov Aleksey Ivanovich, co-chairman of conference, told in his report” Coordination and management the exploration works in Russia” about increased interest for development of exploration works in West-Siberian oil and gas province(WS OGP) from the part of Federal Agency for the use of the subsoil (RosNedra). Also he represented a new conception of management the geological prospecting work using federal budget funds by way of concentration the field works as such as thematic works on the top-priority prospecting areas. In many ways it connects with the necessity of upgrading the resource base with the aim of oil production stabilization in West Siberia and in Russia on the whole.
At the meeting specific proposals from participants for the development the resource base of hydrocarbon crude, oil and gas industry in autonomous okrug and in West –Siberian Oil and Gas province, on the whole, had been discussed. Participant presented not only the analysis of the state of fuel and energy complex, of autonomous okrug and West-Siberian oil and gas province, but gave the particular proposals for the development of exploration works and research and scientific works in autonomous okrug and West-Siberian Oil and gas province on the base of long-term target program formation on prospective search areas. Furthermore, there was such a beneficial exchange of views on the issues of informative cooperation and coordination the work of institutions and research and development centers in the process of the realization of long- term geological study of subsurface resources programs.
Conference participants presented 7 reports, and among others, A.V.Shpilman, director of the Centre for the Rational Use of the Subsoil made a report on the issue of :” Methodology of quantitate estimation of hydrocarbon crude. Present-day situation and problems of development of methods. “In his report he mentioned about the necessity of the development of resource estimation methodic on the base of current ways and implementation of new methodic of basin modeling on the reference plots , with the fact of setting of the quantitate dependence between resource tightness and geologic characteristics. Conference participants suggested to discuss these questions additionally in February,2013 in the city of St. Petersburg on the base of Federal State Unitary Research and Production Enterprise ”Geologorazvedka”.
Participants offered to prepare, adjust and sign the minutes of meeting, where they would like to expound main arranged ideas and proposals. The minutes of meeting is being offered to direct to government authorities of autonomous okrug and Russia. On the 18th of December, 2012 was held an auction for the right for using the subsoil area of federal significance, including the part of the Shpilman field (Severo-Rogozhnokovskoe) for geological exploration, prospecting and hydrocarbon production.
Open Joint Stock Company “Surgutneftegaz” won the auction with the total payment amount of 46 200 millions of rubles and got a right for using the subsoil with the purpose for geological exploration, prospecting and producing.
10-13 December, 2012 in the city of Houston (USA) was held working meetings between the Centre`s for the Rational Use of the Subsoil under the leadership of Shilman A.V., centre director with the following membership of Stulov P.A., first deputy director, Kokhtasheva N.Y., research engineer and Syisoeva L.S., geologist and Corelab corporate officers.
At the first meeting Shpilman A.V., the director of the Centre for the Rational Use of the Subsoil presented the report-presentation, and represented the main work streams. The second report, devoted to geological structure and exploration features of Bazhenov formation deposits (Authors are Shpilman A.V., Kokhtasheva N.Y, Syisoeva L.S.) also appealed the interest of Corelab specialists. The main issues of seminars were dedicated to methods of explorations and development of unconventional reservoirs what is called slate oil. The major part of seminars was devoted to the issue of hydraulic fracturing treatment optimization depending on geological structure of slate deposits. Parties lined out the direction of next steps for the solution of the Bazhenov formation development problem. The visit was over by the meeting with Piter Muller, president of Argosi company.

Youth competition “Golden future of Yugra” was organized by the Committee on youth policy`s issues of KHMAO-Yugra autonomous okrug in the year 2000. Nowadays holding the competition is managed by the Department of education and youth policy of KMAO-Yugra autonomous okrug.
An aim of the competition – is promotion of development of youth`s intellectual and creative potential,
attraction young people for the realization of social and economic programs of autonomous okrug`s development. The main aim of the contest – is allocation the most prospective projects of social and economic development of KHMAO-Yugra autonomous okrug.
The competition lets us to distinguish the most talented young people and formulate an intellectual “Gold fund of Yugra area”.
Representatives from okrug`s authorities, enterprises of gas and oil producing, science and business, and also members from others fields, according to the particular topic of represented work were in the jury. This jury`s composition helped to assess competitive works maximally objective. Stulov P.A., the first deputy director of of Khanty-Mansiysk Autonomous okrug Yugra “ V.I.Shpilman Research and Analytical Centre for the Rational Use of the Subsoil” was voted as a project manager and as chairman of the Jury.
Contest - is a great opportunity for the young people to realize their creative and scientific potential through the represented projects. What is more important, that all of these projects have social importance for the organization, for the city and for the okrug on the whole.
27 November,2012 In Moscow was held a roundtable on the issue of “Creation of Russian national system of estimation and forecast of worldwide fuel and energy complex” in the Committee on energetic strategy and development of fuel and energy complex of Trade-industrial chamber of Russian Federation. The roundtable was held under the presidency of Shal G.I.,President of the union of oilmen.
Leading economics and spokesmen of principle institutions presented their reports and strategic economical developments at the round table. Particular suggestions had been told on some issues of agenda; therefore it caused a vivid discussion. Shpilman A.V. ,Director of the Center of the Rational Use of Subsoil participated in the roundtable on the instructions of the Department of subsoil using in KHMAO-Yugra. He represented a short information report, suggested proposals about creation of “Russian national system of estimation and forecast”. On the whole, all participants of the roundtable kept o the right side of this proposal and planned next steps for its realization.
20-22 November, 2012 in the city of Khanty-Mansiysk had been held research and practice conference «Ways of realization of oil and ore potential of Khanty- Mansiysk Autonomous okrug-Yugra”, devoted to 100 anniversary of V.I. Muravlenko. The Conference was opened by Kuzmenkov S.G., deputy director of the Department of subsoil using. Velikopolskiy S.D., Tolstoliytkin I.P.,veterans of oil and gas industry, shared their memories with participants of the conference about Muravlenko V.I. and events during the beginning of reclamation of West-Siberian oil and gas province, after the review of documentary film about the Cossack village, motherland of Muravlenko V.I.
Events devoted to the memory of Muravlenko V.I. was organised by the V.I. Muravlenko Fund with the support of KHMAO-Yugra Government sponsoring in the city of Khanty-Mansiysk.

CRRU delegates represented their reports at the plenary meeting.
A.V.Shpilman, director of the Center, introduced the report “Prospects of development of the resource base on the basis of quantitative evaluation of hydrocarbons in Yugra” and Tolstoliytkin I.P., chief of department, presented the report “Problems of exploration of oil and gas fields of KHMAO-Yugra on the modern stage”.
21st and 22nd of November work of the conference continued on 5 sections: “Geological structure, oil-and-gas-bearing capacity, prospects of development of the resource base” (was headed by Volkov V.A.), with the subsection of petrophysics (was headed by Sharifulin S.S.), “Problems of reclamation and exploration of oil and gas fields(was headed by Tolstoliytkin I.P.,Chekhovskikh K.V.) “Ore potential of circumpolar Ural” (was headed by Fedorov O.P.,Volchanskiy E.A.), ”Economical, legal and organizational questions of subsoil using and environmental management” (was headed by Filatov S.A.,Naumova L.A.) 35 reports were represented on stands. The work of stands reporters was organized by Zakharova L.M.
292 participants from 13 cities of Russia and 52 organizations of fuel and energy complex took part in the work of the conference. More than 100 reports were represented on the conference in total.
22nd of November Leaders of sections presented short reports about the work of the conference at the final plenary meeting. In their reports spokesmen told about main issues and marked particular and some disputing reports. Bulatov A.M., the head of Yugra-Nedra and Shpilman A.V., the director of CRRU, addressed their final worlds to participants of the conference. In the end, Kuzmenkov S.G. finished the work of the conference, thanked all the participants and wished them successful work.

Large delegation of FPI arrived in Russia with a three-day visit. They plan a meeting with deputies of state authorities, oil and gas companies, scientific institutions, universities. A purpose of their visit is expanding of cooperation in all fields of oil and gas sector, oil processing, gas chemistry and others adjacent directions.

in Moscow started 7 Congress of geologists. The plenary meeting was held in the State Kremlin Palace. The Congress was opened by the Minister of natural resources S.Donskoy. After the opening he presented State awards to geologists to delegates of the Congress. In the first part of the plenary session addressed the State Duma faction leader S. Mironov. Reports was presented by head of Rosnedra A. Popov, Deputy Minister of natural resources D. Khramov, other leading managers, scientists and experts of geology. October 10, 2012 in London at the exhibition GASTECH at the stand of the Ministry of Energy of the Russian Federation, held a business seminar on the theme "Business potential of Russian regions and companies". At the invitation of the Ministry an official delegation of the Khanty-Mansiysk Autonomous Okrug - Ugra, headed by the Governor of the Khanty-Mansiysk Autonomous Okrug - Ugra Natalia Komarova, participated in the seminar in the delegation of Russia.
At the business seminar presented several reports from regions and Russian companies, including the report of the Director of the V.I.SHPILMAN RESEARCH AND ANALYTICAL CENTRE FOR THE RATIONAL USE OF THE SUBSOIL "Development prospects of the oil industry of Ugra". In the report A. Shpilman presented the current state of the oil industry, the prospects for the development of the resource base of oil production and licensing of the subsoil. October 9, 2012 in London (United Kingdom) at the international exhibition and Conference on natural gas, natural liquefied gas and petroleum gas "GASTECH-2012” hosted the day of Russia. 
Within the framework of the plenary meeting was held under the chairmanship of the Minister of energy of the Russian Federation A. Nowak. The Minister said, that gas delivered is one of the most dynamic and high-tech sectors of Russian industry of the Russian Federation.

October 8, 2012 in London as part of the Energy Ministry of Russia in 26-th international exhibition and Conference on natural gas, natural liquefied gas and petroleum gas "GASTECH" took place the official opening of the Russian national exhibition.
The opening ceremony was attended by Deputy Energy Minister of Russia Pavel Fedorov, President of the energy sector of DMG Events-company-co-organizer "Gastech-2012» Mark Carr, acting trade representative of the Russian Federation in the UK Dmitry Lebedev, Professor Jonathan Stern, speaker of the Advisory Council for Gas within the framework of the EU-Russia energy dialogue with the parties and the Chairman of the Oxford Institute for energy studies. The participation of the Russian delegation to the 26-th international exhibition and Conference, hosted by the Deputy Minister of energy of the Russian Federation Pavel Fedorov. 10 сентября 2012 г. АУ «Научно-аналитический центр рационального недропользования им. В.И.Шпильмана» на своем сайте опубликовал нефтегеологическое районирование Западно-Сибирской нефтегазоносной провинции в электронном виде. Представлены географические координаты провинции, координаты НГО и НГР, расположенных в пределах Западно-Сибирской нефтегазоносной провинции.
Нефтегазоносное районирование выполнено ведущими научными институтами России по заказу ФГУП «ВНИГНИ», публикуется с разрешения Федерального агентства по недропользованию (РосНедра).
По этим же элементам нефтегеологического районирования выполнена количественная оценка ресурсов УВ сырья, завершённая в 2012 году, и официально принятая Центральной экспертной комиссией по ресурсам (ЦЭКР). Для территории ХМАО - Югры нефтегеологическое районирование и количественную оценку ресурсов УВ сырья выполнил «Научно-аналитический центр рационального недропользования им. В.И.Шпильмана» под руководством директора Центра Шпильмана А. В.

7 сентября 2012г. Ханты-Мансийск. Состоялось ОЧЕРЕДНОЕ ЗАСЕДАНИЕ «СОВЕТА ДИРЕКТОРОВ ЮГРЫ». На нем обсуждались СЦЕНАРИИ РАЗВИТИЯ НЕФТЕГАЗОВОГО СЕКТОРА ЭКОНОМИКИ АВТОНОМНОГО ОКРУГА .
Совещание было посвящено топливно-энергетическому сегменту Стратегии социально-экономического развития Ханты-Мансийского автономного округа – Югры до 2020 года и на период до 2030 года.
Оно прошло под председательством Губернатора Югры Натальи Комаровой. В заседании приняли участие Министр энергетики Российской Федерации Александр Новак, Полномочный представитель Президента Российской Федерации в Уральском Федеральном округе Игорь Холманских, заместитель Министра природных ресурсов и экологии Российской Федерации Денис Храмов, губернатор Ямало-Ненецкого автономного округа Дмитрий Кобылкин, Президент Республики Татарстан Рустам Минниханов, губернатор Тюменской области Владимир Якушев, а также руководители ведущих компаний, которые осуществляют производственную деятельность в Югре (www.admhmao.ru).
С приветственными выступлениями и докладами на совещании выступили высшие руководители страны и Губернаторы.
С основным докладом об Энергетическом сегменте Стратегии социально-экономического развития Югры выступил первый зам. Губернатора Ким А.М. В своем докладе он представил подробный анализ ситуации в нефтегазовом сегменте экономики автономного округа и прогноз развития нефтегазовой отрасли. Им же была подробно представлена Территориальная Информационная Система (ТИС) автономного округа.
В обсуждении представленного доклада и Стратегии приняли участие руководители крупнейших нефтяных компаний, работающих в округе, и руководители научных институтов.
В работе совещания по приглашению Губернатора Н.В. Комаровой принял участие директор ЦРН А.В.Шпильман. В своем кратком сообщении он предложил увеличить прогнозный уровень добычи нефти в 2030 году до 190 – 200 млн т/год в наиболее вероятном варианте. Также им предложено снизить прогнозные уровни добычи из залежей баженовской свиты с 80 млн т, предложенных в Стратегии, до 5-10 млн т к 2030 году и убрать этот параметр из целевых в связи с его недостаточной обоснованностью. Он высказался против планов по сокращению объемов ГРР к 2030 году до 250 тыс. м. Им предложено внести в Стратегию вариант , предусматривающий рост поисково-разведочного бурения до 500 тыс. м к 2020 году и до 700 тыс. м к 2030 году. Наталья Владимировна Комарова предложила разработчикам Стратегии согласовать целевые параметры Стратегии с экспертами (фото взято с сайта www.ura.ru).

в Тюмени состоялось выездное заседание НТС Роснедра, на котором рассматривались планы геологоразведочных работ на 2013 год за счет федерального бюджета
Директор ЦРН Шпильман А. В. по поручению организаторов представил пленарный доклад по состоянию ресурсной базы УВ сырья Югры и направлениям геологоразведочных работ в Западно Сибирской провинции. Им предложено сконцентртровать работы в четырех первоочередных поисковых зонах, с целью наращивания ресурсной базы УВ сырья, вовлечения новых месторождений нефти в разработку и стабилизации добычи нефти в ЗапСибНГП.
Концепция была поддержана руководством РосНедра. Предложено представить конкретные проекты работ после доработки предложений с учетом высказанных замечаний. Также руководством Роснедра предложно разместить и физические объемы работ(сейсморазведка, бурение) в этих зонах.
На заседаниях был рассмотрен широкий круг вопросов, даны детальные предложения по объектам работ в 2013 году.

10 августа 2012 г. В г. Ханты-Мансийск Губернатором Комаровой Натальей Владимировной подписано распоряжение Правительства Ханты-Мансийского автономного округа - Югры N 492-рп “О досрочном прекращении полномочий и назначении члена наблюдательного совета автономного учреждения Ханты-Мансийского автономного округа – Югры «Научно-аналитический центр рационального недропользования им. В.И.Шпильмана»”.
Членом наблюдательного совета автономного учреждения Ханты-Мансийского автономного округа – Югры «Научно-аналитический центр рационального недропользования им. В.И.Шпильмана» назначен Кузьменков Станислав Григорьевич – исполняющего обязанности директора Департамента по недропользованию Ханты-Мансийского автономного округа – Югры. Полномочия члена наблюдательного совета автономного учреждения Ханты-Мансийского автономного округа – Югры «Научно-аналитический центр рационального недропользования им. 25-28 июня 2012 года в г. Москва проходит 3-я международная конференция ЭНЕРКОН Актуальные вопросы инновационного развития нефтяной отрасли.
25 июня состоялось пленарное заседание под председательством Боксермана А.А. (ОАО “Зарубежнефть”). На пленарной сессии рассматривались вопросы энергетической безопасности России, перспективы развития нефтяной отрасли, методов увеличения КИН и применения МУН. На пленарном заседании доклад на тему “Состояние и перспективы применения методов увеличения нефтеотдачи на месторождениях ХМАО-Югры” сделал директор ЦРН Шпильман А.В.. В заключительной части доклада он предложил ряд мер законодательного и организационного характера направленных на создание полигонов по опробованию и внедрению новых технологий в нефтяной отрасли. Это предложение получило поддержку у других докладчиков. 28 июня организаторы планируют принять итоговую резолюцию и направить ее в МинЭнерго РФ и МинПрироды РФ.

21 июня 2012 года в г. Ханты-Мансийск в рамках II Окружного молодежного инновационного Конвента Югры состоялось открытое заседание Совета молодых ученых и специалистов автономного округа под председательством А.А. Дренина. В работе Совета приняли участие работники АУ «НАЦ РН им. В.И. Шпильмана»: первый зам. директора Стулов П. А. и зав. отделением Филатов С. А.
Рассмотрены вопросы разработки научно ориентированной Концепции инновационного развития ХМАО-Югры до 2020 года, проект которой подготовлен Департаментом экономического развития автономного округа в настоящее время и широко обсуждается. Кроме того, были подняты проблемы взаимодействия советов молодых ученых ВУЗов, научных организаций и производственных предприятий.
В ходе заседания Совета была подчеркнута необходимость учета интересов молодых специалистов Югры в приоритетных направлениях инновационной деятельности на территории автономного округа, что предполагается отразить в рамках Концепции при ее дальнейшей доработке.
Принято решении о проведении в октябре 2012 года в г. Ханты-Мансийске на базе ЦРН при участии представителей Департамента по недропользованию и Департамента по образованию автономного округа круглого стола по вопросу взаимодействия советов молодых ученых добывающих организаций Югры. Целью круглого стола станет выработка наиболее значимых совместных проектов, обмен мнениями и опытом работы с молодыми учеными.
20 июня 2012 г. Появилась новая тестовая версия интерактивных карт лицензирования в пределах Ханты-Мансийского автономного округа - Югры: www.maps.crru.ru. В качестве дополнительной представлена информация о географии, производственной инфраструктуре, месторождениях нефти и газа округа.

19-21 июня 2012 года в г. Ханты-Мансийск при поддержке Правительства автономного округа прошел II Окружной молодежный инновационный Конвент Югры, на который приехали более 300 представителей из производственных, научных, образовательных организаций.
Специалисты АУ «НАЦ РН им. В.И. Шпильмана» приняли участие в работе блока Конвента «Инновации и научно-техническое творчество», заседание которого проходило на базе АУ ХМАО-Югры “НАЦ РН им В. И. Шпильмана”.
За три дня работы представлено 12 инновационных проектов по актуальным проблемам различных отраслей знаний. По итогам деятельности блока экспертной комиссии, в состав которой вошел председатель Совета молодых ученых и специалистов ЦРН С.А. Филатов, были отобраны наиболее интересные и потенциально привлекательные для прикладного внедрения проекты с целью представления их на выставке проектов с ориентацией на поиск инвестиционных механизмов для дальнейшей реализации.
12-15 июня 2012 г. в г. Калгари (Канада) прошла международная нефтяная выставка (Global Petroleum Show). По распоряжению Губернатора ХМАО - Югры Комаровой Н. В. официальная делегация автономного округа в составе Новикова М. В. - зам. директора Депнедра, Шпильмана А. В. – директора ЦРН, Стулова П. В. – первого зам. директора ЦРН приняла участие в международной выставке.
В рамках проведения выставки 12 июня, в день открытия выставки организована официальная презентация Ханты-Мансийского автономного округа – Югры. С докладом об экономическом и социальном положении в Югре выступил зам. директора Департамента по недропользованию Новиков М. В. Он подчеркнул стабильность социально-экономического положения в Югре и отметил широкие возможности для сотрудничества не только в нефтяной отрасли.
Доклад о перспективах развития нефтяной отрасли Югры представил директор ЦРН Александр Шпильман. В докладе представлено современное состояние нефтяной отрасли Югры, подчеркнута необходимость применения новых инновационных технологий при разработке трудноизвлекаемых запасов нефти.
В Калгари также состоялась конференция-встреча представителей нефтесервисных компаний, работающих в Канаде, и российской делегации. Состоялось обсуждение технологий и возможностей их применения. На конференции директор ЦРН Шпильман А. В. представил доклад об основных направлениях работы Центра и результатах, полученных в последние годы. По завершении презентаций состоялся обмен предложениями о возможностях сотрудничества.
6 – 8 июня 2012 года в г. Салехард прошла конференция «ЯМАЛ НЕФТЕГАЗ 2012. Комплексное освоение нефтегазовых месторождений Ямала: привлечение инвестиций и передовых технологий». Организатором конференции выступило Правительство Ямало-Ненецкого автономного округа и VostokCapital.
Конференцию с вступительным словом торжественно открыл Вице-губернатор Ямало-Ненецкого автономного округа Владимиров Владимир Владимирович.
Работа конференции прошла по следующим секциям:
- Пленарная секция. Ямал – «территория особого назначения». Стратегический потенциал региона.
- Секция 1. Оценка и управление перспективными нефтегазовыми ресурсами Ямала.
- Секция 2. Разведка и Добыча: реализация текущих проектов в регионе.
- Секция 3. Реализация проекта «Ямал-СПГ»: экономические и технологические аспекты.
- Секция 4. Создание конкурентоспособной транспортной инфраструктуры – ключевого фактора развития региона ЯНАО.
- Секция 5. Экологические аспекты освоения арктического региона – нет права на ошибку.
По итогам работы секций прошли дискуссии и круглые столы с обсуждением проблем рационального использования попутного нефтяного газа, поиска инновационных технологий с привлечением передового опыта. Инвестиционной привлекательности Ямала, укрепления международного сотрудничества.
6 июня 2012 г. в г. Екатеринбург в Департаменте по недропользованию по Уральскому Федеральному округу (УралНедра) состоялось совещание ”Формирование и обоснование перечня геолого-разведочных работ на нефть и газ по Уральскому федеральному округу” под руководством начальника Департамента УралНедра Рылькова Сергея Александровича. В работе совещания приняли участие несколько ведущих научных Центров и научных институтов, руководители территориальных подразделений РосНедра, представители геофизических и сервисных компаний.
От автономного учреждения “НАЦ РН им. В. И. Шпильмана” в совещании приняли участие Шпильман А. В. – директор, Южакова В. М. – зав. отделением, Горбылева Е. М. – зав. лабораторией. По поручению ЮграНедра и ДепНедра с предложениями о включении в перечень работ по сейсморазведке, бурению, тематических работ выступила Южакова В. М.. Ранее эти предложения обсуждались и были одобрены в Ханты-Мансийске на совещании в ЮграНедра. Предложения были одобрены и предложены руководству УралНедра к включению в перечень работ по Уральскому федеральному округу на 2013 год.
С предложением тематических работ носящих трансграничный характер (на территории нескольких субъектов Федерации) выступил директор ЦРН Шпильман А. В. Он предложил две работы по геологической модели и перспективам Колтогорско-Толькинской поисковой зоне и по модели и унификации индексации ачимовских отложений ЗапСиб НГП.
Колтогорско-Толькинская зона одна из перспективных поисковых зон, где возможно открытие новых месторождений нефти, расположена в восточной части Ханты-Мансийского автономного округа. Актуальность постановки задачи по унификации индексации ачимовских отложений не вызывает сомнений у специалистов. Совещание приняло предложения для включения в перечень, как первоочередные.
В завершении председатель совещания начальник Департамента УралНедра Рыльков Сергей Александрович поблагодарил всех участников совещания за предложения и продуктивную работу и пожелал всем успехов в геологическом изучении недр Уральского Федерального округа.
17 мая 2012 г. Первым Заместителем Губернатора Ханты-Мансийского автономного округа - Югры А.М. Кимом отдано распоряжение №79 об организации и проведении в 2012 году XVI окружной научно-практической конференции «Пути реализации нефтегазового и рудного потенциала Ханты-Мансийского автономного округа - Югры», в соответствии с распоряжением Правительства Ханты-Мансийского автономного округа - Югры от 23 декабря 2011 года №744-рп "О плане основных мероприятий, реализуемых Правительством и исполнительными органами власти Ханты-Мансийского автономного округа - Югры в 2012 году", а также в связи со 100-летием со дня рождения В.И.Муравленко.
Организаторами НПК «Пути реализации нефтегазового и рудного потенциала Ханты-Мансийского автономного округа - Югры» традиционно являются Правительство Ханты-Мансийского автономного округа – Югры, Департамент по недропользованию, Департамент экологии, Департамент природных ресурсов и несырьевого сектора экономики, ГП «НАЦ РН им. В.И. Шпильмана», ОАО «НПЦ «Мониторинг», а также Департамент общественных связей ХМАО-Югры. Пройдёт конференция в г. Ханты-Мансийск 19 – 23 ноября 2011г.
15-18 мая 2012г. в г.Ханты-Мансийск в соответствии с Распоряжением Первого Заместителя Губернатора Ханты-Мансийского автономного округа - Югры N 37-р от 06.03.12 г. состоялась XII конференция молодых специалистов, работающих в организациях, осуществляющих деятельность, связанную с использованием участков недр на территории Ханты-Мансийского автономного округа – Югры. Организаторами конференции выступили Департамент по недропользованию (ДепНедра) и АУ «Научно-аналитический центр рационального недропользования им. В.И. Шпильмана»
Оргкомитет конференции возглавил первый заместитель Губернатора Ханты-Мансийского автономного округа Югры Ким Александр Михайлович. Со стороны АУ «Научно-аналитический центр рационального недропользования им. В.И. Шпильмана» в оргкомитет конференции вошел Стулов П. А. - первый зам. директора.
На пленарном заседании Конференции c докладами выступили Ким А.М., Тонконогов Ю.М., Филатов С.А., Нехорошева А. В., Лопарев И. Н., Дренин А. А.
Всего на Конференции представлено 225 докладов на 13 секциях. 320 делегатов конференции прибыли из 17 городов, из 50 организаций. 18 мая конференция завершила свою работу.
В состав жюри конференции вошли известные в Западной Сибири ученые и специалисты.

14-17 мая 2012 г. в г. Киев состоялась XI международная конференция "Геоинформатика: теоретические и прикладные аспекты".

Конференция организована EAGE(European association of geoscientists & engineers) и ВАГ(Всеукраинская ассоциация геоинформатики). Конференция проводилась в Национальной академии наук Украины. С приветственным словом к участникам конференции обратился Президент Всеукраинской ассоциации геоинформатики Якимчук М.Я. Несколько докладов на конференции были представлены учеными и специалистами из России. Часть докладов сделаны студентами киевского университета. В работе конференции приняли участие директор ЦРН Шпильман А.В. и заместитель директора по науке Волков В.А.

Апрель 2012 г. вышел в свет новый атлас «Экология, природные ресурсы и социально-демографическое развитие ХМАО – Югры». Атлас подготовлен по материалам АУ «НАЦРН им. В.И. Шпильмана». При составлении атласа использованы результаты дешифрирования космических снимков высокого разрешения.
Информация представлена в системном виде и характеризует хозяйственную деятельность человека, природные ресурсы, сложившуюся структуру землепользования и систему особо охраняемых природных территорий, действующую на момент разработки атласа.
27 апреля 2012 г. в г. Москва в Президентском зале Российской академии наук состоялась научно-практическая конференция “Интеллектуальное месторождение: от моделирования к оптимизации и управлению” под председательством Исполнительного директора НЦ РИТ “Дельта” Валентина Евгеньевича Цоя.
На конференции сделаны более 10 докладов представителями нефтяных компаний, специалистами и учеными отраслевой и академической науки. Заслушан опыт создания интеллектуальных скважин, месторождений компаниями Салым Девелопмент, НК Лукойл, Газпром Промгаз. В работе конференции принял участие директор ЦРН Шпильман А. В.
26 апреля 2012г. в г. Москва в Государственной Думе Российской Федерации в Комитете по энергетике состоялся круглый стол “Современные технологии извлечения углеводородного сырья из недр: проблемы и решения. Заседание проходило под председательством И.Д. Грачева, Председателя комитета.
Заслушаны и обсуждены выступления представителей федеральных органов исполнительной власти (ФАС, Минэнерго), вертикально интегрированных нефтегазовых, независимых малых и средних нефтегазодобывающих компаний, отраслевых научных институтов.
Участники круглого стола обсудили как сами передовые технологии нефтедобычи, так и законодательные меры, направленные на внедрение в нефте- и газодобычу инновационных технологий, стимулирование передовых научных направлений отечественными научными и конструкторскими коллективами и пути их внедрения при разработке месторождений нефти и газа. Несколько раз в выступлениях была отмечена необходимость законодательного ввода налоговых льгот при разработке залежей баженовской свиты в Западной Сибири.

18 апреля 2012 г. в г. Ханты-Мансийск состоялось совещание “О мерах по совершенствованию законодательного регулирования недропользования при поисках, оценке, разведке и добыче углеводородного сырья” под председательством Министра природных ресурсов и экологии Российской Федерации Ю.П.Трутнева. В совещании приняли участие первый заместитель губернатора Ханты-Мансийского автономного округа Югры А.М.Ким, представители федеральных и окружных природоохранных служб, руководство нефтяных компаний и научных центров округа.
Открывая встречу, Министр отметил, что Правительством Российской Федерации проведена работа по стимулированию добычи нефти и газа, введены льготы для освоения труднодоступных, старых и новых месторождений. «Мы понимаем, что многое по этому вопросу еще не сделано, процесс совершенствования бесконечен, поэтому основная задача сегодняшнего совещания – услышать ваши предложения и вместе постараться выработать те меры, которые позволят с еще большей эффективностью добывать полезные ископаемые», – обратился к участникам министр природных ресурсов и экологии России (www.admhmao.ru).
Доклад на тему “О работе Министерства природных ресурсов и экологии Российской Федерации по совершенствованию законодательства” сделал заместитель министра Храмов Денис Геннадьевич. В докладе подробно представлены результаты законотворческой деятельности министерства. В настоящее время приняты дополнения в федеральные законы, предусматривающие бесплатный доступ к геологической информации, снятие ограничений лицензий по глубине, возможности изменения границ лицензий в соответствии с границами месторождений. В настоящее время в Правительстве России рассматривается порядок реализации этих законопроектов. В докладе прозвучали и будущие инициативы Министерства: ограничения сроков конфиденциальности геологической информации - одна из них. Доклад вызвал большой интерес участников совещания.

18 апреля 2012 г. Ханты-Мансийск. Приказом N 404 Директора Департамента образования и молодежной политики Ханты-Мансийского автономного округа - Югры Ковешниковой Л.Н. в качестве Руководителя молодежного конкурса "Золотое будущее Югры" в 2012 году утверждена кандидатура Стулова Петра Александровича, первого заместителя директора АУ "Научно-аналитический центр рационального недропользования им. В.И. Шпильмана".
С 5 по 6 апреля 2012 г. в г. Москва, на территории ЦВЗ «Манеж» проходил 10 международный форум и выставка «ТЭК России в XXI веке». По поручению Департамента по недропользованию Ханты-Мансийского автономного округа - Югры АУ «Научно-аналитический центр рационального недропользования им. В.И.Шпильмана» принял участие в выставке. Был представлен стенд по направлениям деятельности Центра. От ЦРН на выставке работали: Джугашвили О.В., Казанцев Ю.В., Михайлов А.Э.
Традиционно с экспозицией ознакомились представители федеральных и региональных законодательных и исполнительных органов власти, топ-менеджеры ведущих компаний мировой энергетики, ведущие эксперты общественных объединений и научных организаций. Всего за 2 дня работы выставки зарегистрировано более 2000 посетителей. Главное конкурентное преимущество выставки «ТЭК России в XXI веке» перед другими многочисленными выставками энергетической тематики – исключительно высокий представительский уровень посетителей, присутствие первых лиц крупнейших энергетических компаний мира и России. Общая площадь выставки составила 1480 квадратных метров.
2 апреля 2012 г. в г. Екатеринбург в Департаменте по недропользованию по Уральскому Федеральному округу (УралНедра) состоялось подписание государственного контракта на выполнение работ по объекту “Уточнение геолого-геофизической модели строения, выделение и картирование нефтегазоперспективных зон в отложениях осадочного чехла и доюрского основания, оценка ресурсов выявленных объектов и обоснование первоочередных участков к программе лицензирования Карабашской зоны”. В торжественной обстановке Государственный контракт подписали начальник Департамента УралНедра Рыльков Сергей Александрович и директор АУ “НАЦ РН им. В.И. Шпильмана” Шпильман Александр Владимирович.
"Карабашская зона одна из перспективных поисковых зон , где возможно открытие новых месторождений нефти, расположена в южной части Фроловского мегапрогиба. Ее границы выходят за пределы Ханты-Мансийского автономного округа в южном направлении. Перспективы ее освоения были обоснованы еще в Энергетической Стратегии округа в 2009 г. и очень радует, что Федеральное агентство по недропользованию (Роснедра) и УралНедра поставили эту тему как первоочередную. Выполнение этой темы позволит найти методические приемы геологоразведочных работ и пути восстановления ресурсной базы нефтедобычи в районах мегапрогибов и мегавпадин"- отметил Александр Шпильман после подписания контракта.
Ответственным исполнителем государственного контракта назначен зам. директора по науке и производству ЦРН Волков Владимир Андреевич. Планируется выполнения большого объема геологических исследований, изучения кернового материала, геохимических исследований. Основная цель: определение перспектив нефтегазоносности этого района, разработка рекомендаций по выбору первоочередных участков геологоразведочных работ, разработка программы лицензирования недр этой территории.
К работе в качестве соисполнителей планируется привлечь несколько федеральных и региональных научных институтов, что позволит использовать их передовые научные разработки. Окончание работ запланировано в соответствии с контрактом на конец 2014 года.
27 марта 2012 г. в г. Ханты-Мансийск состоялось торжественное награждение сотрудников АУ “ НАЦ РН им. В. И. Шпильмана” наградами Ханты-Мансийского автономного округа - Югры.

22 марта 2012 г. в г. Тюмени в Технопарке состоялся III Технологический Форум “Западная Сибирь” под председательством Борисова Владимира Александровича, Президента тюменской ассоциации нефтегазосервисных компаний.
Форум собрал около 100 участников из нескольких городов и организаций. От ЦРН в работе Форума приняли участие: директор А. В. Шпильман и помощник директора Н. Л. Мариненкова. Директор ЦРН обратился к участникам Форума с приветственным словом от лица Департамента по недропользованию ХМАО-Югры (директор С. Г.Кузьменков).
А. В. Шпильман также представил доклад на пленарном заседании на тему "Современное состояние геологоразведочных работ в Югре". В докладе представлено состояние ресурсной базы УВ-сырья, динамика объемов геологоразведочных работ, даны рекомендации по государственным мерам улучшения ситуации в геологоразведке.
20-21 марта 2012 г. в Тюмени состоялась международная научно-практическая конференция “Инновационные технологии Французского института нефти и компании “Beicip_Franlab” для решения задач разведки и разработки нефтегазовых месторождений”.
Организаторами конференции выступили компании “BeicipFranlab” и ООО “СибГеоПроект”. Конференция проходила в здании тюменского Технопарка. Доклад от французского института нефти (IFP) представила Yolande Rondot.
В работе конференции приняли участие около 160 человек, представлены доклады как французских специалистов, так и российских ученых по различным теоретическим и прикладным вопросам нефтегазообразования, преобразования органического вещества, использования программ бассейнового моделирования, прикладных аспектов использования сейсмической информации и ряду других вопросов.
В работе конференции приняли участие Шпильман А.В. – директор ЦРН, Волков В.А. – зам. директора ЦРН по науке и производству и еще более 10 специалистов Центра.
25 февраля 2012 г. в г. Ханты-Мансийск в АУ "Научно аналитический центр рационального недропользования им В. И. Шпильмана" завершен анализ результатов геолого-разведочных работ за 2011 г. В автономном округе открыто и официально поставлено на государственный баланс 8 новых месторождений нефти.
Два месторождения открыто ОАО «Сургутнефтегаз» - Хошиплорское и им.И.Н.Логачева; одно месторождение ООО «Лукойл-Западная Сибирь» Южно-Эйтьянское; два месторождения ООО «Иртыш-Нефть» - Восточно-Камское и Янлотское.

22 февраля 2012 г. в Ханты-Мансийском автономном округе – Югре состоялось знаменательное событие - добыта 10-миллиардная тонна югорской нефти.
В адрес Губернатора Ханты-Мансийского автономного округа – Югры Комаровой Н. В. поступило поздравление от Президента Российской Федерации Медведева Д. А.
В телеграмме глава государства отметил, что это знаменательное событие имеет большое значение не только для Югры, но и для всей страны. «Такой результат достигнут благодаря труду нескольких поколений нефтяников региона, которые внесли значимый вклад в эффективное развитие отечественного ТЭКа. Сегодня в округе добывается более половины от общего объема российской нефти. А предприятия отрасли успешно сочетают лучший мировой опыт с внедрением передовых технологий. 22 февраля 2012 г. в Ханты-Мансийском автономном округе – Югре состоялось знаменательное событие - добыча 10- миллиардной тонны югорской нефти.
В связи с этим историческим событием поступают поздравительные телеграммы, в регионе проходят праздничные мероприятия, а также отдельный телемарафон, связавший столицу округа с производственными площадками и трудовыми коллективами всей Югры. Его работу открыла сегодня Губернатор автономного округа Наталья Владимировна Комарова. Поприветствовав участников встречи в Ханты-Мансийске, Когалыме, Сургуте, Ханты-Мансийском районе, на Самотлорском и Приобском месторождениях, в Научно-аналитическом центре рационального недропользования им. В.И.Шпильмана, глава региона зачитала поздравительные телеграммы, направленные югорчанам Президентом Российской Федерации Дмитрием Медведевым и Председателем Правительства России Владимиром Путиным.
Первой площадкой телемоста стал Западно-Шаимский нефтепромысел – месторождение Трехозерное, с которого начался отсчет 10 миллиардам тонн югорской нефти. Ветераны промысла рассказали о славной истории тех лет, а молодежь, в свою очередь, пообещала, что не только сохранит достигнутый уровень добычи, но и в ближайшее время сделает все, чтобы увеличить его.
Вице-президент нефтяной компании «Лукойл» Азат Шамсуаров представил результаты работы предприятия в Югре в прошлом году и рассказал о перспективах развития.
Эстафету подхватили и работники Самотлора, и живая легенда этого месторождения - Евгений Большарин. «На нашу долю пришлось отстраивать Самотлор, - поделился воспоминаниями ветеран. Были тяжелые годы, но мы не боялись труда. 3 апреля 1969 года была получена первая промышленная нефть».
Во время телемоста состоялось открытие установки по подготовке попутного нефтяного газа на Приразломном месторождении в Ханты-Мансийском районе.
В завершение встречи Директор Научно-аналитического центра рационального недропользования им. В.И.Шпильмана Александр Шпильман торжественно доложил главе региона о добыче в Югре 10-миллиардной тонны нефти. Он также обратился к истории этого знаменательного события: «С начала разработки в округе пробурено 157 тысяч 264 эксплуатационные скважины. Проложено свыше 93 тысяч километров трубопроводов различного назначения. Добыча нефти с конденсатом в 2011 году составила 262 миллиона 477 тысяч тонн. В настоящее время суточная добыча нефти всеми предприятиями округа составляет 714 тысяч тонн. В округе работают 119 недропользователей на 492 лицензионных участках. Добыча нефти идет на 239 месторождениях. В 2011 году открыто 8 новых месторождений, пробурено 3976 новых эксплуатационных скважин. Ожидаемая добыча нефти в автономном округе в 2012 году составит около 260 миллионов тонн, а до 2030 года не менее 200 млн тонн ежегодно».

16 февраля 2012 года в г. Сургут состоялось первое в 2012 году заседание Совета молодых ученых и специалистов Ханты-Мансийского автономного округа - Югры. Заседание прошло под руководством Некрасова В.Л. – председателя Совета, представителя Сургутского государственного педагогического университета.
В ходе заседания были рассмотрены наиболее актуальные и важные вопросы молодежной политики Югры, касающиеся порядка присвоения статуса «Молодой ученый Югры», разработки методического руководства по деятельности советов молодых ученых научных организаций, направлений взаимодействия ВУЗов и исследовательских институтов на территории автономного округа. По итогам обсуждения Совет принял решение о формировании рабочей группы для разработки методической основы работы создаваемых и уже функционирующих советов научных организаций.
Высказано предложение о проведении на базе АУ “НАЦ РН им. В.И. Шпильмана” в г. Ханты-Мансийск круглого стола для обмена опытом и выработки направлений совместной деятельности советов молодых ученых компаний - недропользователей, научных и проектных организаций и органов власти Югры.
Участие в заседании принял Председатель Совета молодых ученых и специалистов АУ «НАЦ РН им. В.И. Шпильмана», зав. отделением Филатов. С.А., он поддержал идею проведения круглого стола советов молодых ученых и специалистов в г. Ханты-Мансийске на базе АУ “НАЦ РН им. В.И. Шпильмана”.

Шпильмана” Шпильмана А. В., посвященная знаменательной дате – добыче 10-миллиардной тонны нефти в Югре в феврале 2012 г.
Сколько нефти добывается в Югре в день? Когда мы будем праздновать добычу 10-миллиардной тонны нефти, а когда – 11-миллиардной? Почему в баженовской свите нефть «сварилась»? Что хранится в кернохранилище? На эти и многие другие вопросы журналисты получили ответы на очередной пресс-конференции регионального информационного центра. Разговор с Александром Шпильманом, директором ГП «Научно-аналитический центр рационального недропользования имени В.И. Шпильмана».
«Добыча 10-миллиардной тонны – это праздничное событие, к которому причастны не только геологи и геофизики, нефтяники и газовики, буровики и строители, но и каждый житель Югры: о какой бы диверсификации не говорили, мы все связаны так или иначе с нефтью. Кто-то учит детей, кто-то добывает нефть, и все это – одни семьи, все переплелось. Поэтому я считаю, что добыча 10-миллиардной тонны – это достижение, которым по праву могут гордиться все жители Югры, не только те, кто сейчас работает, но три или четыре поколения нефтяников. Это большой праздник и для тех, кто когда-то работал в Югре, а теперь осваивает месторождения Восточной Сибири и других регионов России», - начал разговор Александр Владимирович.

6 февраля 2012 г. в г. Тюмень состоялось XVIII заседание Академического Собрания Тюменской области, посвященное Дню российской науки.
На заседании Государственному предприятию ХМАО-Югры "Научно-аналитический центр рационального недропользования им. В. И. Шпильмана" вручена Благодарность Департамента образования и науки Тюменской области за победу в конкурсе "Лидер в научно-инновационной деятельности - 2011". Приняв Благодарность, директор ЦРН Шпильман А. В. поблагодарил научную академическую общественность, членов Академического Собрания Тюмени за высокую оценку результатов работы коллектива Центра.
Также Благодарности за победу в конкурсе "Лидер в научно-инновационной деятельности - 2011" получили сотрудники ЦРН: Филатов С. А.- зав. отделением и Кузнецов И. М. – научный сотрудник.

В управлении Югра-Недра (РосНедра) состоялось заседание комиссии ГРР по рассмотрению выполнения условий лицензионных соглашений в части геологоразведочных работ (ГРР), итогов ГРР за 2011 год и планов на 2012 год по Ханты-Мансийскому автономному округу-Югре.
Заседание комиссии проведено под председательством руководителя Югра-Недра Булатова А.М. и сопредседателя и.о. директора ДепНедра Кузьменкова С.Г. От ГП ХМАО-Югры "НАЦ РН им. В.И.Шпильмана" в работе комиссии приняли участие: Захарова Л.М., Змановская О.И., Кузьмин Ю.А., Рубина Т.В., Судат Л.Г., Судат Н.В., Сулейманова Л.О., Южакова В.М.
ГРР в округе ведутся только за счет средств недропользователей. За счет Федерального и Окружного бюджетов физические объемы ГРР (сейсморазведка, бурение) в 2011г. не выполнялись. Рассмотрены основные показатели ГРР по 126 компаниям – недропользователям, работающим в Югре.
В 2011 году объем поисково-разведочного бурения 263.6 тыс.метров, что на 10% ниже запланированного, и на 3% ниже чем в 2010 году. Съемка сейсморазведкой 2Д выполнена в объеме 2 тыс.пог.км, 3Д – на площади 6.2 тыс.км².
Суммарный прирост запасов категории ВС1 составляет 284.6 млн тонн, что на 10% превышает добычу. 73% прироста – за счет опережающего эксплуатационного бурения. Запасы категории С2 уменьшились на 75.9 млн тонн.
По результатам геологоразведочных работ открыто 8 месторождений нефти. Затраты на ГРР в 2011 году составили около 21 млрд рублей.
На 2012 год компаниями запланировано пробурить 290 тыс.метров поисково-разведочного бурения, отработать съемку 2Д в объеме 2.9 тыс.пог.км, 3Д – на площади 9 тыс.км².
Ожидаемый прирост запасов по категории С1 составит 130 млн тонн.
Планируемые инвестиции в ГРР в 2012 г - 26.7 млрд рублей.
В ГП ХМАО-Югры ”Центр рационального недропользования им В. И. Шпильмана“ состоялась рабочая встреча руководства Центра и представителей компании BeicipFranlab(Франция).
Со стороны Центра в работе совещания приняли участие : Шпильман А. В. – директор, Волков В. А. – зам. директора по науке, Джугашвилли О. В. – зам. директора по орг. вопросам, Мариненкова Н. Л. – помощник директора. Со стороны BeicipFranlab : Кристиан Клие - директор по корпоративному развитию бизнеса, Мария Сент-Жермес - ведущий специалист по моделированию нефтяных систем, Анатолий Тихонов – генеральный директор Beicip-GeoTechnologies (московское представительство BeicipFranlab).
На совещании обсужден широкий круг вопросов, посвященных совместному выполнению работ по бассейновому моделированию нефтегазоносных систем. Работы проводятся в рамках Соглашения о сотрудничестве между ЦРН и BeicipFranlab. Сотрудничество между компаниями в первую очередь направлено на внедрение в нефтяной отрасли Югры и в целом в Западно-Сибирской нефтегазоносной провинции инновационных передовых технологий, разработанных Французским Институтом Нефти(IFP), направленных на повышение эффективности геологоразведочных работ, повышению КИН, вовлечению в разработку трудноизвлекаемых запасов.
В результате совещания проработаны технические вопросы планируемых проектов и подготовлены необходимые документы, намечены стадии выполнения работ по моделированию.
Состоялось заседание ЦЭКР УВС (Центральной экспертной комиссии Федерального агентства по недропользованию по апробации материалов количественной оценки ресурсов нефти, газа и конденсата Российской Федерации), на котором представлены результаты количественной оценки ресурсов нефти, газа и конденсата Ханты-Мансийского автономного округа-Югры.
Работа выполнена в ГП Ханты-Мансийского автономного округа-Югры “Научно-аналитический центр рационального недропользования им В. И. Шпильмана” по заказу ФГУП “ВНИГНИ”, где и состоялось заседание комиссии. Вели заседание заместители председателя комиссии академик РАН Конторович А. Э. и генеральный директор ФГУП “ВНИГНИ” Варламов А. И.
С докладом по результатам выполненной работы выступил директор Центра, ответственный исполнитель Шпильман А. В. Он представил не только результаты количественной оценки ресурсов нефти и газа, но и текущее состояние нефтяной отрасли Югры . Добыча нефти, обеспеченность ее запасами и ресурсами, объемы геологоразведочных работ и эффективность разведочного бурения, динамика изменений КИН и открытия новых месторождений нефти за последние 10 лет – вся эта информация позволяет оценить достоверность количественной оценки ресурсов нефти, газа и конденсата.
В работе комиссии приняли участие сотрудники ЦРН, исполнители основных разделов и частей количественной оценки ресурсов: Мариненкова Н. Л., Мухер А. Г., Мясникова Г. П., Олейник Е. В., Судат Л. Г., Судат Н. В., Сулейманова Л. О Тугарева А. В., Хафизов Ф. З., Южакова В. М. Большое количество вопросов у членов комиссии вызвала практика применения коэффициентов достоверности и успешности при оценке ресурсов С3 и учета их при составлении баланса ресурсов, количественная оценка ресурсов свободного газа и оценка ресурсов баженовско-абалакского нефтегазоносного комплекса. По результатам обсуждения комиссия отметила высокий уровень представленной работы и единогласно приняла результаты количественной оценки нефти, газа и конденсата Югры.
Апробацию на комиссии прошли предварительные результаты количественной оценки ресурсов нефти, газа и конденсата Югры, планируется завершить работу и представить отчет в первом полугодии 2012 года.
В ФГУП "ВНИГНИ"(Генеральный директор Варламов А. И.) состоялось первое заседание Центральной экспертной комиссии Федерального агентства по недропользованию по апробации материалов количественной оценки ресурсов нефти, газа и конденсата Российской Федерации (ЦЭКР УВС). Комиссия создана приказом Федерального агентства по недропользованию N 1340 от 28.10.2011. Возглавляет комиссию Председатель - Садовник П. В., заместитель Руководителя Роснедр.
На первом заседании директором ФГУП ВНИГРИ Прищепой О. М. и специалистами предприятия в докладах представлены количественные оценки ресурсов Тимано-Печерской НГП, НГП Дальнего Востока России, Балтийской НО.
В работе комиссии в качестве эксперта принял участие директор Центра Шпильман А. В.
23 декабря 2011г. в г. Ханты-Мансийск на научно-техническом совете Департамента по недропользованию Ханты-Мансийского автономного округа - Югры состоялась успешная защита отчёта ГП "НАЦ РН им. По результатам рассмотрения НТС принял решение принять отчёт без замечаний.
16 декабря 2011г. в г. Ханты-Мансийск под руководством Губернатора Ханты Мансийского автономного округа – Югры Комаровой Н. В. состоялось заседание Правительства Ханты-Мансийского автономного округа - Югры. На нем принято Распоряжение Правительства N 726-рп от 16.12.11 “О создании автономного учреждения Ханты-Мансийского автономного округа – Югры «Научно-аналитический центр рационального недропользования им. В.И.Шпильмана» путем преобразования государственного предприятия”
Основной целью деятельности созданного автономного учреждения является осуществление научно-аналитической, научно-исследовательской, методической и экспертной деятельности в сфере недропользования, природопользования и топливно-энергетического комплекса, ведение территориального фонда геологической информации, научно-аналитическое и правовое сопровождение принятия управленческих решений исполнительными органами государственной власти Ханты-Мансийского автономного округа – Югры.
Распоряжением установлены конкретные мероприятия и сроки перевода предприятия в другую организационную форму. Утвержден состав Наблюдательного совета.

15 декабря 2011г. в Тюмени состоялось заседание научно-технического совета ГП ХМАО-Югры "Научно-аналитический центр рационального недропользования им.В.И.Шпильмана".
На повестке дня рассмотрение отчёта по Государственному контракту №12/08.64(37000.08.000061) "Научно-аналитическое и информационное обеспечение деятельности исполнительных органов государственной власти Ханты-Мансийского автономного округа-Югры в области недропользования на период 2009-2011гг."
С сообщением о содержании выполненных работ выступил заместитель директора по науке и производству Волков В.А.
В отчёте представлены результаты всех проведённых исследований в 12 разделах на 220 пунктах календарного плана к Гос. контракту.
Рецензия на отчёт дана заведующим отделом ФГУП ВНИГНИ доктором геолого-минералогических наук Мкртчяном О.М.
По вопросу повестки дня НТС принял следующее решение:
Рассмотренный отчёт по Государственному контракту №12/08.64(37000.08.000061) "Научно-аналитическое и информационное обеспечение деятельности исполнительных органов государственной власти Ханты-Мансийского автономного округа-Югры в области недропользования на период 2009-2011гг." принять и передать заказчику.
14 декабря 2011г. в г. Ханты-Мансийск в здании СУР(Системы Управления Ресурсами), в Департаменте по недропользованию Ханты-Мансийского автономного округа – Югры состоялось совещание по теме : «Координация деятельности научных центров России в области поиска, разведки и разработки месторождений в Западно-Сибирской нефтегазоносной провинции» под руководством первого заместителя Губернатора Ханты-Мансийского автономного округа – Югры А.М. Кима.
В совещании приняли участие директора ведущих научных геологических институтов и центров России: Варламов А.И. (ФГУП “ВНИГНИ”), Брехунцов А.М. (ОАО “СибНАЦ”), Ефимов А.С. (ФГУП “СНИИГГиМС”), Каминский В.Д. (ФГУП “ВНИИОкеангеология им. И, С, Грамберга”), Шиманский В.В. (ФГУ НПП “Геологоразведка”), Шпильман А.В. (ГП “НАЦ РН им. В. И. Шпильмана”), Шпуров И.В. (ФГУП “ЗапСибНИИГГ”), и.о. директора Депнедра ХМАО-Югры Кузьменков С.Г., зам.директора Депнедра ХМАО-Югры Новиков М. В., первый зам.директора ГП “НАЦ РН им. В. И. Шпильмана” Стулов П.А. (секретарь совещания).
Первым заместителем Губернатора Ханты-Мансийского автономного округа – Югры, Кимом Александром Михайловичем во вступительном докладе отмечено, что одним из приоритетных направлений деятельности органов власти автономного округа является социально-экономическая политика. Необходимо увязать вопросы социально-экономического развития с перспективами ТЭК, состоянием ресурсной базы углеводородного сырья, прогнозами добычи нефти в районах округа.
На совещании были обсуждены конкретные предложения участников по развитию сырьевой базы углеводородного сырья, нефтяной и газовой отрасли в автономном округе. В докладах участники совещания представили не только анализ ситуации в отраслях ТЭК автономного округа и Западно-Сибирской нефтегазоносной провинции, но и дали конкретные предложения по развитию геологоразведочных и научно-исследовательских работ в автономном округе на базе формирования долгосрочных целевых программ. Состоялся и полезный обмен мнениями по вопросам информационного сотрудничества и координации работ институтов и научно-исследовательских центров при реализации долгосрочных программ геологического изучения недр.
Все участники совещания представили доклады, в том числе директор ЦРН А.В. Шпильман сделал доклад на тему: «Примеры взаимодействия институтов и центров при реализации крупных федеральных проектов. Предложения по сотрудничеству при выполнении работ по Западно-Сибирской нефтегазоносной провинции».
Участники совещания предложили руководству округа на базе проведенного совещания создать постоянно действующую рабочую группу по координации работ по Западно-Сибирской нефтегазоносной провинции под руководством Кима А. М. Место проведения совещаний рабочей группы определить г. Ханты-Мансийск, проводить совещания не реже 2-х раз в год. Техническое и организационное сопровождение деятельности рабочей группы поручить ГП «НАЦ РН им. В.И. Шпильмана» совместно с ДепНедра Ханты-Мансийского автономного округа - Югры.
9 декабря 2011г. в Санкт-Петербурге состоялась юбилейная научно-практическая конференция “Актуальные проблемы технико-технологического обеспечения геологоразведочной отрасли на современном этапе освоения недр”, посвященная 80-летию ФГУНПП ”Геологоразведка”.
Председатель пленарного заседания конференции, Руководитель Федерального Агентства по недропользованию Ледовских А.А. во вступительном слове особенно подчеркнул важность развития отечественного геологического и геофизического приборостроения, достижения мирового уровня разработок на базе развития опытно-конструкторских работ на российских предприятиях.
В докладе Шиманского В.В., директора ФГУНПП "Геологоразведка" не только представлена история и достижения предприятия, но и даны перспективы сохранения основных направлений работ и предприятия, предложены пути его развития. На конференции с докладами выступили зам. Министра природных ресурсов Храмов Д.Г., директор ВНИГНИ Варламов А.И. и другие руководители ведущих предприятий геологоразведочной отрасли России. Во многих докладах прозвучали предложения о необходимости усиления государственного влияния во многих инновационных областях в области геологического изучения недр.
В работе конференции принял участие директор государственного предприятия Ханты-Мансийского автономного округа – Югры «Научно-аналитический центр рационального недропользования им. В.И. Шпильмана» Александр Владимирович Шпильман, поздравивший коллектив и руководство организации от имени коллектива ЦРН и выразивший пожелания дальнейшего плодотворного сотрудничества.
7 декабря 2011 года в Ханты-Мансийске в Доме правительства автономного округа состоялась встреча Губернатора Ханты-Мансийского автономного округа – Югры Комаровой Н.В. с Чрезвычайным и Полномочным Послом Франции в Российской Федерации Жаном де Глиниассти.
На встрече также присутствовали представители органов государственной власти автономного округа, дипломатического корпуса Франции в России, бизнес круги автономного округа и Франции.
После приветственного слова Губернатора Ханты-Мансийского автономного округа – Югры Комаровой Н.В. и ответным словом Чрезвычайного и Полномочного Посла Франции в Российской Федерации Жаном де Глиниассти прошло обсуждение перспективных направлений сотрудничества между Ханты-Мансийским автономным округом – Югрой и Францией.
В сфере разведки и разработки месторождений нефти и газа слово было предоставлено первому заместителю директора ГП «Научно-аналитического центра рационального недропользования им. В.И. Шпильмана» Стулову П.А., который рассказал о сотрудничестве «НАЦ РН им. В.И. Шпильмана» с французскими компаниями. Он представил работы в Центре по созданию банка данных первичной геолого-геофизической информации с использованием аппаратно-программного комплекса PetroVision (разработка Compagnie Generale de Geophysique) Далее он рассказал об успешном сотрудничестве с французской компанией Вeicip-Franlab (дочернее предприятие Французского Института Нефти - IFP Group Company), с которой в январе 2011 года в Париже подписано соглашение о сотрудничестве (COOPERATION AGREEMENT), позволяющее совместно участвовать в нефтяных и газовых проектах в области разведки и добычи нефти – так называемых «E&P Projects». Соглашение предусматривает совместное выполнение проектов по моделированию месторождений и бассейнов, для нефтяных компаний, работающих в Западной Сибири.
Во время встречи Жан де Глиниассти отметил развитие новых перспективных областей сотрудничества с французскими компаниями в области разведки и разработки месторождений нефти и газа.
14-18 ноября 2011г. в г. Ханты-Мансийск прошла XV окружная НПК «Пути реализации нефтегазового и рудного потенциала Ханты-Мансийского автономного округа - Югры».
Организаторами конференции выступали Правительство Ханты-Мансийского автономного округа – Югры, Департамент по недропользованию, Департамент экологии, Департамент природных ресурсов и несырьевого сектора экономики, ГП «НАЦ РН им. В.И. Шпильмана» и ОАО «НПЦ «Мониторинг».
Участниками конференции был рассмотрен широкий круг геологических, экономических, правовых, экологических, информационных и организационных вопросов недропользования, нефтяной и горнорудной промышленности в округе. В ее работе приняли участие представители министерств и ведомств РФ, органов власти автономного округа, нефтяных, горнорудных, геологоразведочных и сервисных компаний, научно-исследовательских институтов, ведущие ученые и специалисты. Всего 336 учёных и специалистов из 90 организаций, 22 городов, в т.ч. Москвы, Санкт-Петербурга, Екатеринбурга, Новосибирска, Тюмени и городов ХМАО.
Работало шесть секций:
Секция 1. Региональные особенности геологического строения, ресурсная база и перспективы нефтегазоносности.
Секция 2. Геология месторождений, методы и результаты решения геологических, геофизических и петрофизических задач.
Секция 3. Проблемы освоения и разработки нефтяных месторождений.
Секция 4. Природопользование и экология.
Секция 5. Экономические, правовые и организационные вопросы недропользования и природопользования.
Секция 6. Рудный потенциал Приполярного Урала.
Было заслушано 120 докладов, в т.ч. 10 пленарных, представлено 22 стендовых доклада.
Большинство докладов отличаются высоким научно-технологическим уровнем. В совокупности представленные доклады характеризуют основные направления исследований, выполняемых научными и производственными предприятиями отрасли. Оргкомитет планирует издать сборник докладов конференции. Уровень организации также заслужил одобрение участников.

Состоялось первое общее собрание молодых учёных и специалистов ЦРН. В собрании принимали участие молодые учёные и специалисты Центра, чей возраст не достиг 35 лет. Целью собрания было утверждение положения "О совете молодых учёных и специалистов ГП "НАЦ РН им. В.И.Шпильмана", а также утверждение состава совета.
